The Pension Fund developed the SZV-TD form, and the Ministry of Labor developed the STD-R form. Using the first, you need to report to the Pension Fund about the work activities of staff, and using the second, you should provide employees with information about their work in the organization. The procedure for filling out the form for external part-time work

External part-time work is the performance of regular paid work for another employer (Article 60.1 of the Labor Code of the Russian Federation).

For external part-time workers, information in the SZV-TD form is submitted in the general manner.

When presented in electronic format in Table 6 of the Information Format for the form “Information on labor activity (SZV-TD) of a registered person” in electronic form (approved by Resolution No. 730p), the following possible values ​​are provided:

1 – yes, he is a part-time worker;

0 – no, he is not a part-time worker.

The absence of an element corresponds to "no".

If the SZV-TD form is submitted on paper, then an indication that the employee is a part-time worker is assumed in column 4 “Labor function” (for example, “Part-time work” or “Part-time work”) (PFR Letter dated 03/05/2020 No. B-6181-19/10665-20).

Otherwise, filling out information about work activity in the SZV-TD form for main workers and part-time workers is no different.

Personalization of information intended to be reflected in the electronic work book is achieved by creating a separate sheet for each employee in the SZV-TD. That is, the report will consist of a set of sheets on separate forms.

The form contains:

  • employer details;
  • information about the employee;
  • information about his choice of method of maintaining a work record book;
  • month for which the report is submitted;
  • tabled data on personnel movements in the reporting month (only those columns that characterize this specific personnel event must be completed);

IMPORTANT! When submitting information about an employee for the first time, the first line should include the most recent personnel event for this employer according to his work book as of 01/01/2020.

  • a note about the cancellation of previously submitted information;

IMPORTANT! If it is necessary to cancel an entry in the information previously submitted by the policyholder, the form is filled out exactly as the original one, and an X is placed in column 10.

  • date of preparation and information about the person who signed the report.

You can create reports in the SZV-TD form both on paper and electronically. In the second case, the data is entered into the form automatically, but it is imperative to check it for accuracy and compliance with the entry rules and codes of the used classifiers. The method of submitting the SZV-TD form depends on the number of employees: if there are 25 or more of them, you need to report electronically; up to 24 people, the paper version is suitable.

The procedure for filling out the SZV-TD form

The Pension Fund of the Russian Federation will not accept a report in the SZV-TD form in the following cases (Table 14 of Appendix 4 to the information format for the form “Information on labor activity (SZV-TD) of a registered person” in electronic form, approved by Resolution of the Pension Fund of the Russian Federation Board No. 730p)):

  • an incorrect SNILS or other incorrect details are indicated for both the insured organization and the insured person - employee;
  • an error in the TIN or registration number of the policyholder in the Pension Fund of Russia;
  • the specified reporting period is later than the month in which the reporting must be submitted;
  • the file being checked does not match the format;
  • the electronic digital signature is invalid;
  • the report was submitted for a period that has not yet occurred.

If an erroneous report is received on the SZV-TD form, the Pension Fund of Russia will notify the employer. After this, you will need to correct the report and send it to the Pension Fund.

When an employee has written an application to continue maintaining a work record or to provide information about work activities, the date of submission of the application must be reflected opposite the corresponding line. If an error was made in the date, you must retransmit the SZV-TD indicating the new date. In the event that previously submitted information needs to be cancelled, you must indicate the previous date and put an “X” in the “Sign of cancellation” field.

After clicking this button, a window appears with work activities and employees for which information was previously transferred to the Pension Fund. On the left of the spreadsheet document we select the employee for whom changes need to be made, and on the right we select the work activity that is subject to change.

After selecting an event for a specific employee, two lines will appear in the “Registration of Labor Activities” document, one of them will have the “Cancellation” sign.

In the line that is active for editing, the data that was entered into the document that formed this event will be pulled up, and all lines are also available for manual editing.

After all the necessary changes have been made, you need to create a new document “Information on labor activity, SZV-TD” (“Personnel” - “Electronic labor books”)

The created report can be filled out automatically using the “Fill”

or select only the employee (or employees) for whom you need to submit information for the selected period.

In the printed form of the report for the corrected employee, two lines will be displayed, one of which will be reflected with the “Cancel”

Column 4

“Labor function (position, profession, specialty, qualification, specific type of assigned work), structural unit” must be filled out in accordance with the staffing table. A structural unit is indicated if the obligation to work in it is included in the employment contract.

Count 5

“Function code (if available)” will have to be filled out starting January 1, 2021. We believe that data will need to be provided for employees for whom employers are required to apply professional standards. The code consists of 7 characters from the professional standard:

  • the first five are the code for the name of the type of professional activity;
  • penultimate – letter of the generalized labor function code;
  • the latter is the number of the skill level to which the generalized labor function belongs.

To cancel an entry in the “Information about the registered person’s work activity” section, submit the SZV-TD form again. In it in column 10

“Sign of cancellation of recording information about admission, transfer, dismissal”, put an “X” in front of the error. If there is a need to make corrections, it is recommended to cancel the incorrect entry and indicate the correct information in the next line.

you need to click the
“Cancel”
and select the employee and event for which erroneous data was submitted.

The document must be submitted electronically with an enhanced qualified electronic signature.

If there are fewer than 25 employees, you can provide information on paper.

Features of SZV-TD.

So, the SZV-TD form was approved by the 730th Resolution of the Pension Fund of the Russian Federation on December 25, 2019, which contains both the sample form itself and the procedure for filling it out. The report is submitted electronically or in paper form and has the following features:

1. Reasons for filling:

Orders, decisions, orders, as well as other documents indicating the emergence of labor relations between the employee and the employer, including transfers, relocations and dismissals from work.

2. Filling out and submitting:

This is carried out by insurers (employers) by sending the completed document to the territorial department of the Pension Fund of Russia. In turn, all registered citizens with whom labor relations have begun or completed are subject to registration. They also include people who work remotely or part-time. The SZV-TD form is filled out for each employee on a separate form.

3. Terms of provision:

  • Start of provision from 01/01/2020.
  • During 2021, until the 15th day of the following month after the month in which there were personnel changes, as well as accepting applications from employees to switch to an electronic work book or refuse it.
  • In 2021 and beyond, the report is submitted on the day the employee is hired or fired, but no later than the next day after that. If there are other personnel movements, as well as submitting an application to choose the type of work book, it is submitted in the same way as in the previous year, no later than the 15th.
  • If there is no movement in frames, there is no need to submit a report.

4. Delivery form:

  • If the number of registered employees is more than 25 – in electronic form;
  • If the number of employees is less than 25, then electronic form or on paper, filled out without using a green or red pen, by hand or on a computer, is allowed.

5. Document certification:

  • Signature of the manager or person with a power of attorney;
  • Company seal, if available;
  • If the report is submitted in digital format, it is signed with an electronic digital signature.

Administrative responsibility for delays and errors

Failure to submit on time, or submission of incomplete or unreliable information about work activities is subject to a warning or fine. It amounts to:

  • for officials – from 1 thousand to 5 thousand rubles;
  • for an organization – from 30 thousand to 50 thousand rubles.

If the violation is repeated within a year, the fine will be higher. The official may be disqualified.

From January 1, 2021, only officials will be held liable for such violations. They will face a warning or a fine of 300 to 500 rubles.

Results

The SZV-TD form is filled out in connection with the transition to maintaining electronic work books. With the help of this report, the Pension Fund, which accumulates data included in work books, will receive the necessary information. Employers are required to provide such information. They submit a report to the fund in the SZV-TD form with information about the personnel movements that have taken place. The composition of information about movements in comparison with that entered in the paper work book became more detailed, but did not undergo fundamental changes.

How is the STD-R form provided?

Employees themselves choose how to obtain information: on paper or in the form of an electronic document. The paper STD-R will have to be certified with the signature of the manager or authorized representative and the seal of the organization, if available, and the electronic one - with an enhanced qualified electronic signature.

The purpose of introducing SZV-TD

Since 2021, Russia has switched to electronic work books.
At the same time, already working citizens are allowed to keep the paper version. They will have to choose in what form (paper or electronic) to continue to keep the work book. When choosing a paper option, the information included in it will be duplicated electronically, and the choice option itself can be changed in the future at the employee’s request. Persons who are employed for the first time after the end of 2021 are deprived of the right to choose. For them, only electronic method is possible. The Pension Fund has been entrusted with accumulating all information entered into electronic work books. It will be received there from employers in the form of a new SZV-TD report, reflecting information about the work activities of employees. The report form and the procedure for filling it out were approved by Resolution of the Board of the Pension Fund of the Russian Federation dated December 25, 2019 No. 730p.

In two cases, employers submit these reports to the Pension Fund already in 2021:

In particular, the name of column 14 “Information on the dismissal of the insured person” of the SZV-STAZH form has changed Now this column is called “Information about the dismissal of the insured person / information about the periods counted in the insurance period of the unemployed.”

It is clarified that the code “DLOTPUSK” is indicated in SZV-STAZH only for periods of work of the insured person in special working conditions, for which there is no data on the calculation of insurance premiums at the additional tariff.
