When filling out section 3, please note that it provides for continuous numbering. This means that a serial number must be assigned to records for each insured person.

Even if several lines must be filled in about the work period, the number is assigned only to the first of them.

It is important to remember that all numbers are entered in ascending order without omissions or repetitions.

In the “Operation period” column, dates are indicated only within the reporting period, which is indicated in section 2 of the report. General information about the SZV-STAZH report

Since 2021, insurance premiums have been included in.

The Federal Tax Service of Russia became the administrator of their accrual and payment. Because of this, it became necessary to change the reporting. Reports to funds previously contained all the information they needed, including information not related to the calculation and payment of contributions. Such reports were no longer needed. Tables with summary numerical indicators that the Federal Tax Service needs to administer contributions are now submitted to the Federal Tax Service.

Tables with summary numerical indicators that the Federal Tax Service needs to administer contributions are now submitted to the Federal Tax Service. And for the data that funds need, we have developed reporting only with such information for funds.

In particular, the Pension Fund needs information about the length of service of citizens to calculate pensions.

Therefore, the Pension Fund of Russia retained the function of receiving such data from employers in the form of the SZV-STAZH report and the accompanying EDV-1 report.

We recommend reading: Number of days of maternity leave during pregnancy and childbirth

Since 2021, “pension” reports have become annual (previously they were submitted once a quarter).

Why was a separate report on length of service introduced?

Since 2021, insurance premiums, for which previously had to be reported separately to extra-budgetary funds (except for payments for injuries), began to be subject to the provisions of the Tax Code of the Russian Federation. Accordingly, they are supervised by the tax service.

Despite the fact that most of the texts of the laws regulating the issues of calculation and payment of insurance premiums were transferred without changes to a special chapter of the Tax Code of the Russian Federation, a number of points in the procedure for working with these payments had to be changed. In particular, reporting on contributions has changed. It became consolidated, combining the main sections of those reports that were previously submitted to the Pension Fund and the Social Insurance Fund. However, when merging, the following were removed from it:

  • final indicators of settlements with funds at the beginning of the year and at the reporting date;
  • data on payment documents;
  • tables containing personal information about the length of service of employees.

The frequency (quarterly) of the new consolidated reporting on contributions remains the same. The data on length of service excluded from it, which is of interest solely for accounting when calculating pensions in the future, is important only for the Pension Fund. Therefore, the Pension Fund retained the function of accepting reports on it. However, it was decided to change the frequency of submission of the report - it must be submitted once at the end of the year.

From 2021, it is planned to introduce another report to the Pension Fund. You can read about the planned innovations.

Form SZV-TD

The Pension Fund of Russia has already developed the SZV-TD form, but has not yet officially approved it.

This will happen after legislators adopt amendments to Law No. 27-FZ, and the procedure for agreeing on the report form with the Russian Ministry of Labor is completed.

The blank form fits on one page and looks like this: The title part of the report contains a minimum set of data about the employer providing information about its employees:

  1. name of organization/individual entrepreneur;
  2. registration number in the Pension Fund of Russia;
  3. TIN and checkpoint.

Then the reporting period code and an indication of the reporting year are entered.

Personal information about employees is provided in tabular form. We will tell you more about filling out the SZV-TD below.

    And on the one hand, if an employment agreement has not been signed with him, then there is no need to submit a report on him.

    On the other hand, if an agreement has been signed with him, but there is no activity, then it is necessary to submit a report to the Pension Fund, indicating only the director.

    At the moment, the Pension Fund has not given any explanations regarding the submission of a zero report by organizations.

    Zero reporting on the SZV-STAZH form?

    The regulatory act, which determines exactly how this report must be filled out, establishes that SZV-STAZH is sent by companies and individual entrepreneurs who act as employers. Therefore, such a business entity must have at least one employee during the reporting period.

    When individual entrepreneurs, notaries, lawyers, and people with self-employed status have not entered into a single employment contract, then there is no need to submit a report.

    Deadlines for providing SZV-STAZH

    The deadlines for submitting reports to the Pension Fund are set out in Art. 11 of Law No. 27-FZ.

    SZV-STAZH is a report for the calendar year. For the past year 2021, economic entities-insurers must report by 03/01/2021.

    Since SZV-STAZH is submitted in a single file together with the EDV-1 form, similar deadlines are provided for it.

    In practice, situations of early completion of SZV-STAZH are possible. So, for example, if a company is liquidated, then the SZV-STAZH report for the current year should be submitted within a month after the date of approval of the liquidation balance sheet (clause 3 of Article 11 of Law No. 27-FZ). The deadline for submitting a report is similar when closing an individual entrepreneur.

    When an insured person resigns, the company is obliged to hand over to him a SZV-STAZH report issued only in the name of the resigning person.

    That is, if an employee has been working for three years, then the start of work must be indicated on 01/01/2019.

    And if you got a job during 2021, then, accordingly, you need to set an appointment date. In the seventh, in the same way, if the employee continues to work, put the date 12/31/2019. If an employee leaves on December 31, 2019, this data is duplicated in column 14.

    If the employee quit during this year, then enter the actual date of dismissal also in the format 12/23/2019. The eighth column is to indicate territorial working conditions that give the right to early assignment of a pension. There are special codes for this: The list of territories classified as the Far North, as well as equivalent to it, can be found in, which is still valid today. In the ninth column you need to indicate codes for special working conditions, in accordance with the table below.

    But only if the working conditions are documented and insurance premiums have been paid at an additional rate. All professions that are classified as hazardous are listed in.

    After working for a certain amount of time in such conditions, the employee acquires the right to early retirement.

    Having indicated the working conditions code in column 9, you must also reflect the period of work in columns 6 and 7 of the tabular section. In the tenth column you must indicate the code of the basis on which the insurance period is calculated. It must be indicated in accordance with the codes presented in Table 3.

    Please note that column 10 is filled in only if column 9 is filled in. And the eleventh column contains additional information about periods that are not included in the insurance period.

    These are, for example, sick leave, maternity leave, leave without pay. Codes may be duplicated from column 9.

    The twelfth and thirteenth columns reflect information about the grounds for the early assignment of a pension. The codes are presented in the table below: The fourteenth column indicates 12/31/2019 - if the employee quit on the last day of the year.

    But for employment centers, column 14 is provided with the letter “BEZR” to designate persons who receive unemployment benefits, undergo training or retraining, and so on.

    Column 8 “Territorial conditions (code)”

    The following file contains all the possible codes that are indicated here (you can download it for free and use it in your work).

    TERRITORIAL CONDITION CODES

    Filling features:

    • if an employee performs work full-time on a part-time basis, the period of work is reflected according to the actual working time worked;
    • if part-time, reflect the volume of work (share of the rate) in a given period.

    The “VILLAGE” code is indicated on the basis of lists of relevant jobs, industries, professions, positions, specialties, in accordance with which an increase in the fixed payment to the old-age insurance pension and disability insurance pension is established (see Decree of the Government of the Russian Federation dated November 29, 2018 No. 1440) .

    All persons with whom an organization or individual entrepreneur has concluded employment contracts or civil contracts or copyright agreements will have to fill out and submit a report to the Pension Fund in 2021 using the SZV-STAZH form.

    It is noteworthy that the Pension Fund expects this reporting for those persons who are insured and officially recognized as unemployed.

    The employment service provides data on them.

    SZV-STAZH: “Calculation of insurance experience, basis (code)”

    The code for the basis of the insurance period in column 10 is indicated for employees who work in conditions that give the right to early retirement. For example, the following codes are provided: Code Full name SEASON Work full navigation period on water transport, full season in enterprises and organizations of seasonal industries DIVING Divers and other workers working under water

    Typically, difficulties arise with the question of whether the periods of annual leave and sick leave are highlighted as separate lines in the “Period of Work” column of the SZV-STAZH form. And here's what ConsultantPlus says about it:

    In the SZV-STAZH form, for each employee of the organization in the column “Period of work”, a separate line indicates the periods of sick leave and vacation related to periods of work in ... (see full page).

    Description of the EDV-1 form in the Pension Fund of Russia

    EDV-1, in essence, is an inventory of documents submitted and additional information about the policyholder submitting data on length of service to the Pension Fund.

    Otherwise, a statistical report for the Pension Fund. The data included in EFA-1 consists of:

    1. decoding of special working conditions that give employees the right to early retirement, and the number of such employees.
    2. a list of documents submitted to the Pension Fund;
    3. a table reflecting summary data on calculations of contributions for the reporting period, broken down by type of contribution;

    The EDV-1 report, as well as the SZV-STAZH, contains the minimum necessary information about the employer submitting it (registration number of the policyholder in the Pension Fund of the Russian Federation, TIN, KPP, name), as well as data on the period of the report and the type of information presented in it .

    Calculus rules

    Periods of work giving the right to early assignment of an old-age insurance pension, which was performed in a part-time working week, but full-time, due to a reduction in production volumes (with some exceptions), as well as periods determined by the Ministry of Labor in agreement with the Pension Fund of the Russian Federation or provided for lists that, due to labor organization conditions, cannot be carried out constantly, are calculated based on actually worked .

    For each of the periods of work, limited by the dates in columns 6 and 7, in column 11 “Calculation of the insurance period, additional information” the working time is reflected in the calendar calculation translated in the order indicated below (month, day).

    The number of months to be counted towards the length of service in the relevant types of work is determined by the formula:

    TOTAL ACTUALLY FULL DAYS WORKED / NUMBER OF WORKING DAYS PER MONTH AVERAGE FOR THE YEAR

    21.2 – with a five-day working week;

    25.4 – with a six-day period.

    The result is rounded to two digits if necessary. The integer part is the number of calendar months. For the final calculation, the fractional part of the number is converted into calendar days at the rate of 1 calendar month = 30 days. When translating, the whole part of the number is taken into account; rounding is not allowed.

    Information about the time spent under water (hours, minutes) is filled out only for divers and other insured persons working under water.

    Form SZV-STAZH instead of the RSV-1 report

    For 2021, the form was submitted for the first time after the cancellation of the RSV-1 calculation, which included, among other things, information about the length of service of employees (sub.

    10 paragraph 2 art. 11 Federal Law dated 01.04.1996 No. 27-FZ). The last time RSV-1 had to be submitted by February 15/20, 2017 (in paper/electronic form) for 2021.

    The RSV-1 calculation was canceled after the transfer of the administration of insurance contributions from the pension fund to the tax office.

    It turned out that the RSV-1 calculation was divided into two: in the first, the amounts of insurance premiums were removed, the data on the length of service was left - the report was called SZV-STAZH; secondly, for the amount of insurance premiums, policyholders - data for the year must be submitted before January 30!

    Who submits the experience report and to whom?

    Insurers (organizations and individual entrepreneurs with employees, lawyers, notaries) fill out the SZV-STAZH for all insured persons working for them under an employment or civil law contract, including in relation to the heads of the organization who are the only participants (founders) members of organizations , the owners of their property (PFR letter dated 06/07/2018 No. 08/30755).

    Individual entrepreneurs who do not have hired employees during the reporting period and have not entered into civil contracts with individuals for the provision of services (performance of work) do not submit this report.

    The report on the SZV-STAZH form is filled out regardless of whether payments were made to the insured persons during the reporting period or not.

    This form is submitted to the Pension Fund of the Russian Federation by organizations at the place of registration, individual entrepreneurs - at the place of residence (Clause 1, Article 11 of the Law “On Accounting” dated 04/01/1996 No. 27-FZ).

    If an organization has a separate division that is registered with the Pension Fund as an insurer, then the report is submitted at the location of this separate division. Information about the length of service of employees of other separate divisions that are not registered as policyholders is included in the report of the parent organization and submitted to the Pension Fund at its location.

    In addition, an extract from the SZV-STAZH form must be submitted to the insured person (Clause 4, Article 11 of the Law “On Accounting” dated 01.04.1996 No. 27-FZ):

    • within 5 days from the date of application;
    • on the day of dismissal;
    • on the day of termination of the civil contract.

    The procedure for filling out the SZV-STAZH upon dismissal of an employee differs from the generally established one. Get trial access to ConsultantPlus and get a free sample and example of completing a report in a Typical Situation.
