Minimum wage in the Kemerovo region and Kemerovo for 2021 - what it will be
The state guarantee in the form of establishing a certain legislative minimum wage or minimum wage is provided directly by the Constitution of the Russian Federation. This means that every employer is obliged to pay wages upon concluding an employment contract in amounts no less than those provided for by the relevant laws and regulations.
From the point of view of legislation, there are now two types of minimum wages: the federal minimum wage, which operates throughout the Russian Federation as the basic unconditional level of the minimum wage, as well as regional minimum wages. The regional minimum wage is established directly on the territory of a separate subject of the federation by concluding a special tripartite agreement between representatives of workers, employers and local authorities of the region. At the same time, the regional minimum wage may provide for its own terms of payment and the ability of enterprises to refuse to use it.
The requirements of federal legislation are paramount if the regional minimum wage is lower than the federal one. In other cases, most employers are required to use remuneration standards established at the regional level, with the exception of certain situations.
The Kemerovo region has its own separate regional agreement on the minimum wage. That is why many workers and employers are interested in all the features and nuances of what the minimum wage will look like for 2021 in Kemerovo and the Kemerovo region, taking this factor into account. Thus, from January 1, 2021, the federal minimum wage will be 12,130 rubles - 850 rubles more than in 2021. Indicators at the federal level are also important for some categories of workers in the Kemerovo region. In relation to workers of public utilities, budgetary institutions, as well as the spheres of transport and communications, it is the federal indicator that is mandatory for use.
The regional minimum wage indicator, in accordance with the requirements of the tripartite regional agreement, is equal to the subsistence minimum in the region, multiplied by a factor of 1.5. Thus, the size of the regional minimum wage as of January 1, 2021 in Kemerovo and the region is:
- 12,130 rubles - for employees of budgetary institutions, as well as communications, transport and utilities.
- 16516.5 rubles - for other categories of workers.
However, there is another factor that affects wages in Kemerovo and the region. This is a special regional coefficient, which is designed to compensate for the unfavorable environmental and climatic situation in the region and provide additional social guarantees to all workers in the region. This coefficient is equal to 1.3 and applies to all salaries without exception. So the actual minimum wage for 2021 in the Kemerovo region, taking into account the regional coefficient, is higher and is, accordingly:
- 15,769 rubles - for employees of budgetary institutions, transport, communications and utilities.
- 21,471.75 rubles - for employees in other business entities.
All this makes labor in the Kemerovo region one of the highest paid in the Russian Federation, at least in terms of minimum wages. As for workers whose salaries are higher than these indicators, increasing the minimum wage in Kemerovo in 2021 will not bring any changes.
Basic minimum wage value
- The minimum wage in the Kemerovo region 2021 for public sector workers is equal to the federal one - 11,280 rubles. For the first time, the amount was equal to the subsistence level of the working population in the country.

Legal regulation of the minimum wage in the Kemerovo region in 2020

- Regional agreement of the Kemerovo region No. 1 dated January 17, 2019, this agreement concluded between trade union organizations, employer organizations and local authorities of a constituent entity of the Russian Federation justifies the use of the regional minimum wage in 2021 in the Kemerovo region and ties it to the cost of living, multiplied by one and a half times.
- Federal Law No. 82 of June 19, 2000 is the main document that provides a practical settlement of most issues related to the application and determination of the minimum wage in the Russian Federation. In particular, it is this law that is regularly amended, and it is in it that the actual size of the minimum wage is fixed after its change. Also, this law contains principles according to which the specific minimum wage is determined.
- Order of the Ministry of Labor No. 561n dated 08/09/2019 serves as the main document on the basis of which the direct calculation of the federal minimum wage in 2021 is carried out, which is determined based on the size of the cost of living as of the 2nd quarter of 2019, recorded in this order.
In the context of certain types of work activity, for example, when working in harmful or dangerous conditions, the actual minimum wage may be at the expense of other regulations.
Federal minimum wage in Russia in 2021
Salary. Increase the salary so that the employee receives no less than the new federal minimum wage per month. About the minimum wage in the region
Minimum wage is the amount of the minimum monetary remuneration that an employer must pay to an employee employed on a full-time basis and with full-time hours worked.
