Muscovites, as always, are ahead of the rest of Russia.
The minimum wage in Moscow is 20,361.00 rubles. At the same time, the federal minimum wage is 12,130.00 rubles.
As can be seen in the screenshot, the new minimum wage in the capital is equal to the subsistence minimum for the working population of Moscow.
The Chelyabinsk and Yaroslavl regions look in contrast to Moscow:
- in the Chelyabinsk region there is a federal minimum wage of 12,130.00 rubles,
- The Yaroslavl region has established a minimum wage, but in the same amount as the federal minimum wage.
The establishment of a minimum wage in the Yaroslavl region, instead of the minimum wage, is indicated by the 3rd column.
In particular, it indicates the Regional Agreement on the Minimum Wage for 2021 - 2021 dated December 29, 2017.
This agreement replaces the minimum wage with the minimum wage in the region, but their size is the same.

Minimum wages from January 1, 2021 in Russia by region
In addition to the federal minimum wage, regions set their own indicator. From January 1, 2021, the minimum wage in the regions of Russia cannot be less than 11,280 rubles. Employers charge a regional coefficient and a percentage increase for this amount (Resolution of the Constitutional Court dated December 7, 2017 No. 38-P). Is it necessary to apply the regional minimum?
The new regional minimum wage is adopted by the tripartite commission for regulating social and labor relations. If your region has reached a minimum wage agreement that is higher than the federal minimum wage, don’t expect anyone to tell you about it. The regional authorities will officially publish the agreement and offer to join it (Part 7, Article 133.1 of the Labor Code of the Russian Federation).
The employer has the right to refuse to join the tripartite agreement on the minimum wage in the region. The law allows 30 calendar days from the date of publication of the agreement for refusal.
However, one cannot simply refuse to pay less than the regional minimum wage. The reasons for not joining the agreement must be very compelling. For example, starting a business, financial crisis, emergency situations. In addition, a reasoned refusal must be documented.
