General provisions on statistical reports

There is no single universal list of reporting forms to Rosstat that would be suitable for all types of economic entities.
The need to provide specific information is determined by territorial statistical bodies. Organizations check which reports to submit to statistics on the official statistics website (Federal State Statistics Service) or directly at the territorial office of Rosstat. Note that most of the forms for delivery are determined by the main type of activity of the company. IMPORTANT!

From January 1, 2021, respondents are required to submit statistical information electronically by signing an electronic signature document (500-FZ dated December 30, 2020). But until the amendments to RF PP No. 620 of 08/18/2008 come into force, information is submitted not only in electronic format, but also on paper. The exception is small businesses: for them this rule applies only from January 1, 2022.

Who is required to report?

Rosstat has determined the reporting frequency for different types of reporting organizations. The procedure for statistical accounting and the system of work of statistical bodies is enshrined in Federal Law No. 282-FZ of November 29, 2007 (as amended on December 30, 2020). In accordance with Art. 6 and 8 of the law, the following are required to report:

state authorities and local governments;
legal entities officially registered on the territory of the Russian Federation;
branches, separate divisions and territorial representative offices of Russian organizations;
branches and representative offices of foreign companies operating in the Russian Federation;
individual entrepreneurs.

IMPORTANT!

For economic entities that have the right to maintain simplified accounting records or not to maintain them at all, and taxpayers using simplified taxation systems, statistical reporting is mandatory: they are not exempt from submitting statistical reports!

How to find out the required forms for a business

If you do not know what reporting forms you will have to send to statistics this year, call the territorial office of the statistical agency or check the information on the official website of Rosstat for the basic details of the organization. Verification is carried out using TIN, OKPO or OGRN. Here's how to find out by OKPO or TIN which statistical report is required for an LLC in 2021:

Procedure and sample for filling out the DAS statistics form

What are the specifics of its structure and filling? The DAS form (“Business Activity in Construction”) is a statistical reporting document. It must be sent quarterly - on the 10th day of the 2nd month of the reporting period, recognized as a quarter, by all legal entities (except micro-enterprises) operating in the construction sector to Rosstat.

The agency collects such information as part of routine statistical observations.

Firms representing different business segments and different legal statuses fall under appropriate monitoring.

What to submit for statistics in 2021

Statistical registers are divided into three groups:

annual, which companies submit once a year (some forms require every two years);
quarterly - formed once a quarter, that is, every three months;
monthly.

Statistical reporting forms and deadlines for their submission

The average residual value of leased property is calculated as the arithmetic average of the value of the property at the beginning and end of the reporting year.

There are about 300 existing statistical forms for submitting data to Rosstat. Not all of them are mandatory for every company. But there are mandatory information that almost all legal entities that are not small businesses submit.

Responsibility for failure to submit reports to statistical authorities

For failure to submit or untimely submission of statistical data by companies and individual entrepreneurs to Rosstat bodies, the sanctions of Article 13.19 of the Code of Administrative Offenses of the Russian Federation provide for an administrative fine in the amount of:

from 10,000 to 20,000 rubles - for officials;
from 20,000 to 70,000 rubles - for legal entities.

Repeated commission of such an administrative offense will entail an administrative fine for officials in the amount of 30,000 to 50,000 rubles, and for legal entities - from 100,000 to 150,000 rubles. Similar liability is provided for the provision of false indicators to statistics.

Responsibility for failure to provide statistical reporting

Statistical reporting involves the collection of certain information provided for by the federal program.

Information about inclusion in the list of sample statistical observations, as well as statistical reporting forms and instructions for filling them out, should be communicated to organizations and entrepreneurs by the territorial divisions of Rosstat.

Information on the availability and movement of fixed assets (funds) of non-profit organizations, dated 07/04/2019 No. 382.

Continuous statistical observations regarding their activities are carried out once every five years (Part 2 of Article 5 of the Law of July 24, 2007 No. 209-FZ).

Statistical reporting of organizations, small enterprises and individual entrepreneurs

Regulated reporting is a universal mechanism for 1C configurations. The principle of its operation in all configurations is identical, only the data sources for filling differ.

The line “Postal address” indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated.

According to Federal Law No. 209-FZ of July 24, 2007, small and medium-sized enterprises (which include many entrepreneurs) are allowed to submit statistical reports in a simpler manner. To classify an entity as a small and medium-sized business, several criteria have been established (based on the average number of employees, revenue, share of participation in the authorized capital), and a direct list of them is contained on the Federal Tax Service website.

Since April 3, 2021, Rosstat has been under the jurisdiction of the Ministry of Economic Development of the Russian Federation.

Statistical reporting of budgetary institutions

For state and municipal institutions operating in the social and scientific spheres, officials have provided special statistical forms (approved by order No. 412 dated July 24, 2020). Registers must be submitted on the 10th day after the end of the reporting quarter.

Reporting to statistics: to whom and when to submit (part 2)

This innovation is associated with the introduction in Russia of a state information resource for accounting (financial) reporting, which is maintained by the Federal Tax Service of Russia.

Point 7 assesses the impact of investment activities on changes in labor productivity in the organization and its competitiveness.

Any organization is required to submit reports to Rosstat. In the Russian Federation, statistics are collected using a wide variety of reporting forms. The type and area of activity of the enterprise directly determines which specific report needs to be submitted.

A report in Form N C-2 is provided by legal entities of all types of economic activity and organizational and legal forms of business entities, regardless of the form of ownership, carrying out the construction of facilities included in the list of construction projects and facilities for federal state needs, financed by government capital investments provided for on implementation of the federal targeted investment program, and approved by the relevant orders of the Government of the Russian Federation for each year (hereinafter referred to as the List of construction projects and objects).

A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.
