I. General provisions

Labor protection instructions for the head of a workshop (division)

1. GENERAL OCCUPATIONAL SAFETY REQUIREMENTS

1.1. This Instruction provides basic labor protection requirements for the head of a workshop (division).

1.2. The head of a workshop (division) must perform his duties in accordance with the requirements of these Instructions.

1.3. Workers may be exposed to the following hazardous and harmful production factors:

  • dangerous voltage level in an electrical circuit, the closure of which can occur through the human body;
  • increased level of static electricity;
  • increased or decreased air temperature in the working area;
  • fire and explosion hazard;
  • driving mechanisms and machines.

1.4. Persons who are at least 18 years old, have appropriate qualifications, have no medical contraindications, have passed the test of knowledge of labor safety requirements in the prescribed manner and have received permission to work independently are allowed to work as the head of a workshop (unit).

1.5. The head of the workshop (division) is provided with special clothing and safety footwear in accordance with current standards.

1.6. The head of the workshop (division) must have an appropriate electrical safety group.

1.7. The head of a workshop (division) needs to know and strictly comply with the requirements for labor protection, fire safety, and industrial sanitation.

1.8. The head of a workshop (unit) notifies his immediate supervisor about any situation that threatens the life and health of people, about every accident that occurs at the workplace, about a deterioration in his health, including the manifestation of signs of an acute disease.

1.9. When carrying out work, fire safety requirements must be met in accordance with the requirements of GOST 12.1.004-91 and the Fire Regulations in the Russian Federation.

1.10. Work with harmful and explosive substances must be carried out using personal protective equipment.

1.11. Work in a workshop (division) must be carried out in accordance with the technical documentation of the organization that developed the technological process.

1.12. The head of a workshop (division) must undergo training on labor protection in the form of: introductory briefing, initial briefing in the workplace and special training within the scope of the training program for the profession, including labor protection issues and the requirements of job responsibilities in the profession.

Induction training is carried out by an employee of the labor protection service or an employee replacing him with all those hired according to a program approved by the employer and agreed upon with the trade union committee or other representative body of workers.

Initial briefing at the workplace is carried out by an official determined by order individually before the start of the employee’s production activities under the occupational safety program for the profession.

1.13. The head of the workshop (division) must:

  • comply with internal labor regulations and the established work and rest schedule;
  • perform work that is part of his duties or assigned by the administration, provided that he is trained in the rules for the safe performance of this work;
  • apply safe work practices;
  • know organizational, regulatory, and methodological documents on energy supply issues;
  • regulations on ensuring the safe operation of equipment and fire protection equipment;
  • technical characteristics, design features, operating modes of equipment and equipment;
  • be able to provide first aid to victims.

1.14. Smoking and eating are permitted only in areas specially designated for this purpose.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK

2.1. Wear the appropriate protective clothing and safety shoes. Overalls must be fastened.

2.2. Do not allow untrained or unauthorized persons to perform your work.

2.3. Check the lighting and ventilation of the workplace.

2.4. Check the availability of protective equipment and devices.

2.5. Prepare the workplace for safe work:

  • securely install (secure) mobile (portable) equipment and inventory;
  • check the sufficiency of lighting of the working surface (area);
  • no hanging or exposed ends of electrical wiring;
  • reliability of closing of all current-carrying and starting devices of electrical equipment;
  • presence and reliability of grounding connections (no breaks, strength of contact between metal non-current-carrying parts of the equipment and the grounding wire);
  • availability, serviceability, correct installation and reliable fastening of guards for moving parts of equipment and heating surfaces;
  • serviceability of instrumentation and blocking devices;
  • absence of foreign objects in and around the equipment;
  • condition of the floors (no potholes, unevenness, slipperiness);
  • serviceability of the equipment, devices and tools used.

2.6. All exposed and accessible moving parts of the equipment must be protected with secured guards.

2.7. Work is not allowed:

on a faulty machine or equipment;

with protective devices removed;

in case of faulty control and measuring equipment and alarms, as well as in the absence or malfunction of grounding and personal protective equipment.

2.8. Check the serviceability of fire-fighting equipment and the availability of personal protective equipment.

2.9. Make sure you have a first aid kit.

2.10. Report all detected malfunctions of equipment, inventory, electrical wiring and other problems to your immediate supervisor and begin work only after they have been eliminated.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

3.1. Work only in working clothing and safety shoes and using personal protective equipment.

3.2. Do not allow work in case of violation of PTEEP, safety regulations, unsatisfactory technical condition of electrical installations, threatening human life, accident or fire.

3.3. Work in the presence and serviceability of fences, blocking and other devices that ensure labor safety, with sufficient lighting.

3.4. Do not touch moving mechanisms and rotating parts of equipment, as well as live parts of equipment.

3.5. Do not clutter the workplace, passages and driveways leading to it, passages between equipment, shelving, passages to control panels, switches, evacuation routes and other passages with empty containers, equipment, excess supplies of goods, etc.

3.6. When performing work on equipment controlled by Rostekhnadzor, be guided by the rules for the design and safe operation of the relevant equipment.

3.7. Keep the work area tidy and clean.

3.8. Place foreign objects and tools at a distance from moving vehicles and machinery.

3.9. Not allowed:

  • use random objects (boxes, barrels, etc.), equipment for sitting;
  • hang foreign objects (clothes, etc.) on switches or sockets;
  • store flammable substances outside designated areas;
  • use faulty and homemade electrical appliances;
  • leave electrical appliances on.

3.10. All work on electrical equipment should be carried out with the fuses (voltage) removed.

3.11. For work, use hand tools with insulating handles (pliers, pliers, wire cutters, screwdrivers); the dielectric coating must not be damaged and fit tightly to the handle.

3.12. Elimination of equipment damage must be carried out when the voltage is completely removed from the equipment.

3.13. When working in electrical installations, it is necessary to comply with the standards for approaching live parts that are energized.

3.14. Do not allow unauthorized or untrained persons to work.

3.15. Premises for the operation of office equipment must have natural and artificial lighting, natural ventilation and comply with the requirements of current standards and regulations.

3.16. When working with electrical equipment, it is prohibited:

  • leave electrical equipment turned on without supervision;
  • transfer electrical equipment to persons who do not have the right to work with it;
  • strike electrical equipment;
  • remove protective equipment;
  • pull the supply wire to disconnect;
  • keep your finger on the switch when moving electrical equipment;
  • pull, twist and bend the supply cable;
  • place foreign objects on the cable (cord);
  • do not allow the cable (cord) to come into contact with hot or warm objects

3.17. When you are in the area of ​​possible traffic of cars or other vehicles, be careful:

  • do not walk or carry out work on the paths of vehicles;
  • do not cross the road in front of a moving car, other vehicles or loading equipment;
  • allow moving or maneuvering vehicles or machinery to pass;
  • stay at a safe distance from the maneuvering vehicle;
  • when reversing the vehicle, do not stand between the side of the body and the overpass;
  • before exiting from behind a parked car, the corner of a building, or from a gate, you should stop and continue on your way only after making sure that there is no moving traffic;
  • Be careful in narrow passages between cars (especially with running engines).

3.18. It is prohibited to stand or walk under the lifted load. It is prohibited to pass or be under overpasses and platforms if repair and other work is being carried out above the passage point on the overpasses or platforms.

3.19. During work you must:

  • keep the workplace tidy and clean throughout the working day;
  • comply with sanitary standards and observe work and rest schedules;
  • follow the rules for operating computer equipment in accordance with the operating instructions.

3.20. Work should be carried out in accordance with the equipment manufacturer’s manual, Fire Regulations in the Russian Federation No. 390 dated April 25, 2012.

3.21. Do not eat in the workplace.

3.22. It is prohibited to approach open fire.

3.23. Smoking in strictly designated areas.

3.24. Be attentive, do not get distracted and do not distract others.

3.25. Follow the rules of movement in the premises and on the territory of the organization, use only designated passages.

3.26. If any violations are detected, turn off the equipment and notify the supervisor.

4. OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES

4.1. If an equipment breakdown occurs that threatens an accident at the workplace: stop its operation, as well as the supply of electricity, gas, water, raw materials, product, etc.; report the measures taken to your immediate supervisor (the person responsible for the safe operation of the equipment) and act in accordance with the instructions received.

4.2. In an emergency: notify people around you of the danger, report to your immediate supervisor about the incident and act in accordance with the emergency response plan.

4.3. In case of a chemical burn, immediately rinse the affected area with plenty of running cold water from the tap, rubber hose or bucket for 15-20 minutes. If acid or alkali gets on the skin through clothing, you must first wash it off with water from the clothing, and then rinse the skin.

4.4. If splashes of alkali or vapors get into the eyes or mouth, rinse the affected areas with plenty of water and then with a solution of boric acid (0.5 teaspoon of acid per glass of water).

4.5. In the event of a fire, you must:

stop working;

turn off the equipment you are using;

Call the fire brigade, inform the work manager and begin extinguishing the fire using available means.

4.6. If there is a fire at electrical installations, use carbon dioxide and powder fire extinguishers.

4.7. If there are wounds, apply a bandage; if there is arterial bleeding, apply a tourniquet.

4.8. In case of injury, poisoning or sudden illness, the victim must be provided with first (pre-medical) aid and, if necessary, his delivery to a healthcare facility must be organized.

4.9. If acid gets on the floor, it should be neutralized (sprinkled with soda or quicklime) and only then cleaned with a shovel and washed off with water. Clothes drenched in acid should be washed with plenty of water, neutralized with a 2-3% soda solution and replaced.

4.10. If any malfunction is detected that disrupts normal operation, it must be stopped. Inform your immediate supervisor of any observed shortcomings.

4.11. In the event of an accident, it is necessary to provide the victim with first aid, if necessary, call an ambulance, inform your immediate supervisor and keep the situation at the workplace unchanged until the investigation, unless it creates a threat to workers and does not lead to an accident.

5. OCCUPATIONAL SAFETY REQUIREMENTS AFTER WORK COMPLETION

5.1. Disconnect office equipment and other equipment from the power supply, with the exception of equipment that is designated for round-the-clock operation (fax machines, network servers, etc.).

5.2. Tidy up your workspace.

3.4. Organize current production planning, accounting, preparation and timely submission of reports on the production activities of the workshop (site), work to introduce new forms of management, improve labor standards, correct application of forms and systems of wages and material incentives, generalize and disseminate advanced techniques and methods of work , study and implementation of advanced domestic and foreign experience in the design and production technology of similar products, development of rationalization and invention.

3.5. Ensure the proper operation of equipment and other fixed assets and compliance with their repair schedules, safe and healthy working conditions, as well as the timely provision of benefits to workers according to their working conditions.

3.6. Coordinate the work of foremen and shop services.
