Presidential payment for the birth of a child in 2021: what is it?


The law signed by the President obliges Russian families in need to pay a monthly allowance upon the birth of their first child.
Payments will be made in addition to the basic child care benefit upon reaching the age of 1.5 years and maternity benefits. Financial support for the first-born child is also designed for the same period due to the adoption of the new law.

According to calculations, the program, designed for 3 years, will cost the budget approximately 144 billion rubles. In 2021, 21 billion rubles will be spent, in 2021 - 55, in 2021 - 68. The amounts may change during the implementation of the plan.

The average amount for all regions is:

  • 2018 – 10,523 rubles;
  • 2019 – 10,836 rubles;
  • 2020 – 11,143 rubles.

Presidential payments for a second child

According to Federal Law No. 418-FZ of December 28, 2021 “On monthly payments to families with children,” another measure of state assistance to families with children has appeared in 2021.

The payment procedure and necessary documents are reflected in the Order of the Ministry of Labor dated December 29, 2017 No. 889n

They are monthly benefits from maternity capital in the amount of the subsistence minimum, which will be paid in cash for the second child up to 1.5 years old. Terms of payment:

  • he must have been born or adopted since January 1, 2021;
  • must be a citizen of the Russian Federation;
  • family income exceeds no more than 1.5 times the subsistence level in the corresponding region or subject of the country.

Monthly payments from maternity capital for up to 1.5 years are transferred to a bank account or card.

From there they can be withdrawn or spent. They can be used for any family needs , and not just those provided for by law.

  • the first child was born (or adopted) starting on January 1, 2018;
  • the newborn is a citizen of the Russian Federation;
  • income per family member does not exceed the subsistence level for the working-age population by more than one and a half times, established for the 2nd quarter of the previous year.

Who is eligible for the new payments?

To obtain the right to receive new payments for children, several conditions must be met:

Parents (or adoptive parents) are citizens of the Russian Federation and permanently reside on the territory of the Russian Federation.
The first or second child must be born or adopted after January 1, 2021. If children were born or adopted earlier (for example, in December 2021), then no payment is due.
The family must have low income, not exceeding 1.5 subsistence minimums established in the region for working citizens over the last 12 months per family member.
Children should not be fully supported by the state.
Citizens (parents or adoptive parents) should not be deprived of parental rights or limited in parental rights.

What is the connection between income and receiving benefits?

In order to understand whether a family is eligible for cash assistance, you should take the total amount of all family income for the last 12 months, and then divide it by 12. Then divide the resulting number by the number of family members, taking into account the first-born (or adopted child).


If the income per family member is less than 1.5 times the cost of living in the region, then the family can receive a monthly allowance.

Family income: limit

The right to receive a monthly payment in connection with the birth (adoption) of the first or second child arises if the average per capita family income does not exceed 1.5 times the subsistence level of the working-age population established in a constituent entity of the Russian Federation.

When calculating the average per capita income, we will take into account, in particular, remuneration for the performance of labor or other duties, including compensation and incentive payments, pensions, allowances, scholarships and other similar payments, payments to the legal successors of deceased insured persons, and allowances (salary) for military personnel. Amounts of one-time financial assistance are not taken into account. The income of each family member is included in the calculation before taxes.

What documents are required to obtain?

The following package of documents must be provided:

  • Russian passports of the parents submitting the application;
  • birth certificate of children (one or more);
  • Marriage certificate;
  • documents regarding family income.

IMPORTANT! Other documents may be required, which applicants will be advised on individually depending on their family situation (for example, in the case of a single-parent family).

Where to apply for payment?

In Moscow and the Moscow region, applications are submitted to unified state centers.

In the regions, the application can be submitted to the Social Security authorities at the place of residence.

Payment terms

The application is considered for up to 30 days. In case of a positive decision on the issue, the money will be transferred to the citizen’s account in a Russian credit institution.

Can they refuse to receive it and what should they do if they refuse?

Receipt is denied in the following cases:

  • the child is fully supported by the state;
  • the firstborn was born before January 1, 2021;
  • applicants lack parental rights;
  • family income exceeds the established norm;
  • all necessary (or additionally requested) documents have not been provided or their authenticity is questioned.

All cases, except the last one, are reflected in the laws of the Russian Federation. Violation of one of these rules makes it impossible to receive benefits.

Indexation of social payments

Federal Law No. 444-FZ dated December 19, 2016 established a unified indexation procedure for social payments.
The law states that “child benefits will increase annually from February 1 of the following year.” Inflation plays a major role in increasing benefits. Price increases over previous years will determine how much benefits will be increased for the current year. The indexation coefficient is established by the Government of the Russian Federation.

The amount of maternity capital remains unchanged until January 1, 2020. It is equal to 453,026 rubles.

Features and nuances upon receipt

The parents are in a civil marriage. In what case can they claim benefits and will their joint income be considered?

In legal practice, the term “civil marriage” does not exist. Since a marriage certificate is required at the time of filing the application, new payments are not due to persons who have not officially legalized their relationship.

The child was born in 2021. Will I receive new payments from 2021?

According to the new law, it is clearly stated that families in which a child was born or adopted starting from January 1, 2021 can apply for new payments.

Thus, the introduced support amounts do not apply to children born or adopted before this date.

Termination of payments

You can apply for benefits at any time within 1.5 years from the date of birth (adoption) of your first child.

Payments last for 1 year. Upon expiration of the deadline, you must resubmit the application with a basic package of documents.

Payments stop:

  • when the child reaches the age of 1.5 years;
  • if the family moves for permanent residence to another region (after the move, the parents must notify the social security authorities about this within a month and they will receive the right to payment at the new place of residence;
  • in case of refusal to receive financial assistance (in writing);
  • in the event of the death of a child;
  • in case of death or deprivation of parental rights of the applicant.

New payments to large families in 2021

Large families are those with 3 or more children. The new law does not contain clauses regarding payments to such families , but the financial assistance that was available (pregnancy payments, birth payments, etc.) will remain. At the moment, a program regarding benefits for large families is being formed.

Despite the adoption of a new law on benefits and indexation of most of the required payments, the main policy of the state is to create programs that allow parents to return to work and provide for their children as soon as possible. If they are effective, we can expect the abolition of some types of financial assistance.
