The difficulty of production determines the absence of these protective measures in defective and illegal products. It is almost impossible to make such a sticker yourself. Transparent films can be used as an additional measure to protect document details. Confirmation of the absence of attempts to forge the signature in the document. A feature of holograms is self-destruction, so it cannot be removed.

The document will be completely damaged and will need to be replaced. Stickers are used to confirm the authenticity of signatures and document numbers on the title page of the work book.

According to Goznak requirements, the use of stickers serves the following purposes:

The purpose of this innovation from Goznak is to prevent the forgery of documents recording the professional merits of employees. This measure is an experiment by Goznak to determine how the use of holograms will take root in Russia. Their use is a purely voluntary measure. They are not mentioned in legislative acts.

The law establishes only the form and content of documents, but not the methods of their protection. Also, except for the letter from Goznak, neither the need to use holograms nor the rules for their use are mentioned anywhere. The only instructions for the stickers are the letter itself.

The process of sticking a rectangular hologram into a work book

The hologram is a transparent round sticker with a three-dimensional three-dimensional image of the state symbol. A hologram is produced on silver paper, the diameter of the security signs is approximately 2 cm. The hologram itself is applied to the sticker with a special laser. Is a work book valid without a sticker?

The current legislation did not establish mandatory requirements for the installation of holograms. The use of stickers is simply an additional way to protect against counterfeits. Work books that do not have holograms also continue to be considered valid.

If additional control is needed in the personnel department, then the use of holograms allows you to guarantee the authenticity of the signature on the document from the moment of its creation.

For example, the actions of your HR employees do not inspire confidence in you. You may require the use of holograms when filling out cover sheets. It will no longer be possible to peel off the sticker and forge the signature.

What is a hologram for a work record?

Where does the hologram go?

Quite often the question arises about which places in a document are preferable for stickers.

Most often, protection is required for signatures and numbers on the title pages of work books or inserts.

The law does not specify a clear, regulated place for stickers. There are only recommendations from FSUE Goznak.

According to them, stickers should be placed on top of the following details:

signature of the employee – party to the employment contract;
signature of the HR employee who certified the document;
number of the issued document;
seal of the company with which the employment contract is concluded;
additional signatures considered important by the employer.

Holograms are pasted strictly on top of the details, which indicates the authenticity of these signatures. The protection must be created carefully; folds and damage are not allowed. The double-headed eagle should also not be placed upside down.

A number of rules must be followed:

The protection of signatures must be carried out personally by the employer or his staff. In the future, this will protect against unauthorized correction of data or damage to documents from inept use of stickers;
Only the title pages need to be protected. It should not be used on other forms.
The sticker partially overlaps the protected field, but in no case deprives the information of readability. The signature, seal or number must be visible.
One element can be protected with several holograms.
You need to make sure that the area to be glued is smooth and without wrinkles. It won't be possible to re-glue anything.
You only need to use the film with stickers once. If the film is damaged, do not stick holograms; it is better to use another film or refuse additional protection. An incorrectly applied or damaged hologram can ruin the document.
You cannot stick holograms on top of each other! This does not increase the degree of security in any way, but impairs the readability of the document. In addition, when stickers are placed on top of each other, there is a greater chance of damaging one of them.

It is important to remember that if you have no experience in gluing holograms, you should either practice gluing them or not use them at all. A document with a crumpled or incorrectly positioned label will be completely damaged.

You cannot tear it off and stick a new one on; the holograms disintegrate layer by layer and leave many traces of improper use. A document with such marks must be replaced.

Legality of placing holograms

An additional measure of protection remains an additional measure. There is no absolute need to use stickers. Workers do not have to fill out work books themselves. Employers should do this. Organizations that enter into employment contracts with their employees have the right to decide for themselves whether to use this special method of protection or not.
