Short working hours on November 2, 2021 will not be announced

Any accountant needs to have a production calendar for 2021 on hand. After all, it is on the basis of this calendar that the standard working time for the next year is determined. Moreover, the Russian production calendar for 2021 with weekends and holidays will allow you to distribute working days, keep time sheets and control working hours. In this material you can view and download the production calendar for 2021 for a five-day and six-day working week.

Production calendar: what is it

The concept of “production calendar” is inextricably linked with working time. After all, the production calendar marks all working and non-working days (weekends and holidays). Therefore, based on the production calendar, organizations and individual entrepreneurs can organize the working hours of their employees in 2021. For ease of use, the production calendar contains both general quarterly information about the number of working days and weekends, as well as information for each month. If we talk about an accountant, this information allows him to accurately and quickly calculate wages, pay sick leave, calculate vacation or draw up a work schedule. As for employees, they can choose the most favorable period for vacation. In other words, the production calendar for 2018 is a universal document that can become the basis for the rational distribution of working time and for maintaining a time sheet in the next year.

Such a concept as a “production calendar” is not approved by the legislation of the Russian Federation. That’s why they don’t call it “in public”. Among other names of the production calendar there are, for example:

  • Working days calendar;
  • Time calendar;
  • Labor calendar;
  • Work calendar;
  • Working time calendar;
  • Working hours calendar;
  • Calendar of annual working hours.

What information should be included in the report card?

The most important information that is written down in this document is the number of hours and days worked by the employee. If there were absenteeism or time off, then you should also not forget about them and write them down on the form. In addition, you need to indicate the reasons why the employee was absent from the workplace. Each such reason has a standard code written in the T-No. 12 form. The same code can also be used in the electronic version of T-No. 13.

Only an authorized employee has the right to fill out a time sheet. After entering all the data and carefully checking it, it must be signed by the head of the structural unit, as well as the person who is responsible for personnel records. After signing the sheet, it is transferred to the accounting department.

A time sheet is filled out every month.

When a company sets additional days off for its employees, this also needs to be mentioned in the document. As for working hours on holidays, a special code has been created for them.

Approval of the production calendar for 2018

The production calendar for 2021 is not approved as an official document. There is neither a federal law nor a government decree, annex to which would be a production calendar for the next year available for viewing and downloading.

At the same time, Article 112 of the Labor Code of the Russian Federation defines non-working holidays, and the Decree of the Government of the Russian Federation of October 14, 2021 No. 1250 “On the transfer of holidays in 2021”. These regulatory legal acts are the basis for the formation of the production calendar for 2021 with weekends and holidays.

Tax deductions and timesheets

As mentioned earlier, based on the information from this document, the company’s employees are paid wages. During tax audits, management must provide truthful data on the number of hours and days worked by each employee.

This is how the fairness of the accrued salary can be confirmed. In the event that any violations are discovered during the audit, the amount of income tax will naturally be incorrect. Already for such omissions, serious penalties may be imposed on the company.

Non-working holidays in 2021 according to the Labor Code of the Russian Federation

Non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 – New Year;
  • January 7 – Christmas;
  • February 23 – Defender of the Fatherland Day;
  • March 8 – International Women's Day;
  • May 1 – Spring and Labor Day;
  • May 9 – Victory Day;
  • June 12 – Russia Day;
  • November 4 is National Unity Day.

This list of non-working holidays is fixed and does not change from year to year. It is enshrined in Article 112 of the Labor Code of the Russian Federation.

Regional legislation may establish additional non-working holidays in addition to the all-Russian ones (Part 1 of Article 6 of the Labor Code of the Russian Federation, Resolution of the Presidium of the Supreme Court of the Russian Federation dated December 21, 2011 No. 20-ПВ11).

All these dates are included in the 2018 production calendar with holidays. Moreover, according to the rules of Article 112 of the Labor Code of the Russian Federation, a holiday that coincides with a weekend is “shifted” to the working day immediately following the holiday. In 2021, such a day is Sunday, November 4, which means that Monday, November 5 will be a non-working day.

However, there is an exception that applies to New Year’s “vacations”: days from January 1 to January 8, coinciding with weekends, can be transferred to other days of the year. Usually they are added to other holidays, thereby “lengthening” them and changing the calendar of working days. Next, we will talk about transfers in 2021 in more detail.

National Unity Day: history and modern traditions

National Unity Day has been celebrated in Russia since 2005 in honor of the liberation of Moscow in 1612 by the Nizhny Novgorod people's militia led by Kuzma Minin and Dmitry Pozharsky .

At the beginning of November 1612, militias drove the Polish interventionists out of Moscow, this became a sign of the end of the Great Troubles and the establishment of strong statehood in Russia. Thanks to the liberation of Moscow, it became possible to enthronement of 16-year-old Mikhail Romanov , who marked the beginning of the three-hundred-year reign of the Romanov dynasty in Russia.

It was in honor of these events that the next tsar, Alexei Mikhailovich , ordered to celebrate the day of the Kazan Icon of the Mother of God not only in the summer, but also on November 4 (October 22, old style).

National Unity Day is a fairly new holiday, but it has already acquired its own traditions. Most events on this day have a patriotic focus. Processions, rallies, concerts, patriotic flash mobs, etc. will take place throughout the country.

And St. Petersburg residents are very fond of the autumn festival of light, which is traditionally dedicated to National Unity Day. This year the festival will be held in a new location - on the square in front of the Petersburg Sports and Concert Complex (SCC) and in Moscow Victory Park.

Postponement of holidays in 2018

Article 112 of the Labor Code of the Russian Federation provides that the transfer of days off is carried out for the purpose of rational planning of working time in organizations and taking into account the interests of various categories of citizens of the Russian Federation in creating conditions for proper rest. For these purposes, Decree of the Government of the Russian Federation of October 14, 2021 No. 1250 “On the transfer of weekends in 2021” provides for the following shift of weekends:

Also see The holiday calendar for 2021 has been approved.”

As you can see, the weekends of January 6 and 7 (Saturday and Sunday) 2018, coinciding with non-working holidays, have been moved to March 9 and May 2, respectively. Rest days from Saturday 28 April, Saturday 9 June and Saturday 29 December have been moved to Monday 30 April, Monday 11 June and Monday 31 December respectively. Taking into account such postponements, the 2021 calendar includes six long weekends and holidays:

  • from December 30, 2021 to January 8, 2021 inclusive (10 days of New Year holidays);
  • from February 23 to 25 (3 days on the occasion of Defender of the Fatherland Day);
  • from March 8 to 11 (4 days - International Women's Day);
  • from April 29 to May 2 (4 days for the Spring and Labor Festival);
  • from June 10 to 12 (3 days to celebrate Russia Day);
  • from November 3 to 5 (3 days dedicated to National Unity Day).

One holiday - May 9, 2021, in honor of Victory Day, will have a rest during the week.

There will be three working Saturdays in 2021 - April 28, June 9 and December 29.

Such periods should be marked in the timesheet with the code “РВ”. In the event that an employee decides to take another day off, the code “NV” is entered into the timesheet.

Don't forget about business travel days. They are designated in the time sheet as “K” or the digital code “06”. After the person returns to his main workplace, the letter code “I” or the numeric “01” is entered on the form.

Rules for filling out the timesheet

Based on current legislation, the time sheet has two standardized forms.

The justification for the legitimacy of these forms is certified by a resolution of the State Statistics Committee of Russia dated May 1, 2004.

  • Form No. T-12 is intended for filling out time sheets or personnel documents manually.
  • Form No. T-3 - intended for companies that keep computerized records of working hours. After printing, the document is signed by the responsible persons.

But if you do not have the necessary forms at hand, then a time sheet can be drawn up in free form. The examples of the above documents with minor modifications are taken as a basis. For example, modify it or make it simpler.
