To determine the degree of disability of an employee after an injury or illness, a medical and social examination is required. ITU specialists are guided not only by the results of the inspection, but also by documents describing the employee’s condition. Such a document is the production characteristics for disability.
List of characteristics for an employee
The performance characteristics are an official document drawn up and issued by the head of the organization at the request of the employee. The goal is the factor that determines the shape of the performance characteristic.
In total there are such varieties as:
- General - issued to an employee of the organization so that he can present it at the place of request. These may be government agencies, law enforcement agencies, etc.
- For a student - issued after any practical training in the organization.
- For an employee - issued for passing a medical and social examination or a medical and labor expert commission.
How to fill out the form?
A performance profile is drawn up for a citizen before sending him to a medical and social examination or a medical and labor expert commission to determine whether the person can continue to work and in what capacity, as well as to determine disability.
In addition, such a document is needed when registering a person for a sanatorium, as well as to obtain a visa.
To be completed by the employer in the presence of the organization’s doctor (if there is one).
The “header” is filled out depending on which institution this paper will go to (VTEK, MSE, VVK, traffic police, military commissariat, etc.), and is addressed to the head of the organization.
The document is a prescribed form in which the following is entered:
- employee passport information;
- full name and address of the organization where the citizen works;
- department or workshop name;
- what form of labor organization is in effect;
- whether the worker successfully implements the plan;
- qualifications and information about the profession;
- working conditions: description of the workplace; working posture, how hard the work had to be done by the subject, how high the intellectual or emotional tension is;
- period of incapacity;
- monthly salary;
- Is it possible to retrain?
- Is there an option to transfer a citizen to an easier job? If yes, which one? Will wages suffer as a result?
At the end, the signatures of the director of the company, the head of the human resources department and the doctor are affixed, and the seal of the organization is also affixed.
If a candidate has a medical limitation due to the nature of the work performed, this must be reflected in the document.
In addition, a document from the place of work can be drawn up for a person (it is often confused with production). It does not have a strictly approved form; it contains a description of the citizen’s activities, his professional and business qualities.
A production characteristic for a student is a document that is drawn up for a student of a higher educational institution who has completed an internship at a specific enterprise. There is no single established form for such paper; it is written in any form.
Regulatory framework for 2021
Questions regarding filling out characteristics should be regulated by local regulations in force within the organization.
According to the law, there are only some norms in the Labor Code of the Russian Federation from Articles 86-90, which must be taken into account when drawing up regulatory acts.
The main regulatory act that you should rely on when drawing up characteristics for disability is Federal Law No. 181 “On the social protection of disabled people in the Russian Federation.”
According to it, citizens are given the opportunity to have their rights and protect them. This law determines the format of the record, the ability to refuse the document, and so on.
Who needs the document and when?
The document is official, so it has full legal force. Writing a conclusion cannot be completed without taking into account the consideration of documents. From a legal point of view, such a characteristic is actual evidence that the employee has some restrictions in the area of work duties due to health reasons.
In this case, the restriction applies only to one person; the remaining employees employed in a similar position have full responsibilities. For each employee with a disability, performance characteristics are compiled individually.
Unlike an ordinary production characteristic, a document prepared in relation to a citizen with a disability will have a number of features. An important aspect is that it cannot be positive or negative, it must carry only a neutral and informative message.
There are many situations where an ITU may be needed. To fill it out concisely and correctly, it is necessary to take into account all the nuances and conditions for creating the document. To fill out the characteristics, the following documents will be required:
- sick leave;
- discharge summary;
- request on form 2.
Each collected piece of information will have its weight on the final decision, according to the compiled characteristics. Therefore, all factors must be taken into account in the form in which they exist at the moment, when the employee performs his direct duties as specified in the concluded employment contract.
Specifics of design with sample filling
Let's look at the type of characteristics for an employee that is issued for passing a medical-social expert or medical-labor expert commission.
If an employee gets sick or injured, he is required to issue a performance certificate for disability, with the help of which its group and degree will be determined.
To fill out the production characteristics, a special form is provided that must be completely filled out. Next to fields whose data is unknown, you need to put dashes.
For medical and social examination, it is very important to have a profile for the employee, which must include the company details. The document must bear the seal of the organization; its absence is possible only if the organization officially refuses to use it. The characteristics must be signed by the head of the organization and the doctor.
Sample filling:
- Last name, first name, patronymic of the employee.
- Name and description of the organization where the employee works (indicate full or short-time mode and legal form).
- Actual and legal address of the organization.
- Type of work performed (machine or manual).
- What department does the employee work in (shop, department, farm, team, etc.).
- Position (grade, specialty, etc.).
- Feedback from the employer about the employee (does he fulfill the necessary requirements).
- Table of salary amounts for the last 12 months, also indicate the average monthly salary.
- Working conditions, that is, the nature of the work, duration, mode, shifts, travel, business trips, physical and mental stress and hygienic conditions.
- Employee’s personal productivity (frequency of breaks over the last year).
- Work restrictions (exemption from physical activity, night shifts, etc.).
- Was the employee transferred within the last year, if so, indicate to which position.
- Indication of previous work, if it involved difficult working conditions (name of organization).
- Additional information if necessary.
The tension of the labor process
For example: the largest number of communications and signals with ground services and with aircraft crews is observed among air traffic controllers - more than 300 (class 3.2). The driver's production activity while driving is somewhat lower - on average about 200 signals per hour (class 3.1). The work of telegraph operators belongs to this class. In the range from 75 to 175 signals are received within an hour by telephone operators (the number of served subscriptions per hour is from 25 to 150). For nurses and doctors in intensive care units (urgent call to a patient, alarm from monitors about the patient’s condition) – class 2. The smallest number of signals and messages is typical for such professions as laboratory assistants, managers, foremen, carpenters, plumbers - class 1.
Impact on the human body
4.4. “Monotony of the production environment (time of passive observation of the progress of the technical process as a percentage of the shift time)” . The longer the time of passive observation of the technological process, the more monotonous the work. This indicator, like the previous one, is most pronounced in operator types of labor working in standby mode (operators of control panels of chemical plants, power plants, etc.) - class 3.2.
- Working conditions in which you had to work in the last 12 months.
- The level of harmfulness, compliance with hygiene standards, how dangerous his type of employment was.
- How often did you have to go on business trips, to what area?
- Income level and frequency of sick leave, indicating the disease.

Distinctive features
When compiling characteristics for ITU and VTEC, there are some peculiarities:
- Information about all features of the work activity performed by the employee (date of employment in the organization, career and professional growth) must be indicated.
- Personal qualities of the employee, relationships in the team.
- Indicate the assessment of production standards.
- Possibility of changing qualifications, which is necessary to reduce working hours and ease responsibilities in general.
- Hygienic working conditions.
General requirements for the document:
- Compiled from a third party.
- Form A4 is filled out.
- Filled out by hand.
- The timing of the story is not important.
- Must be signed by the manager or head of the HR department.
The characteristics of the workplace are an important part of the entire labor process, especially for a disabled person. Depending on the disability group and the cause of disability, each employee with health problems will require individual arrangement of the workplace. All conditions created for the employee must be reflected in the characteristics in the real state.
Characteristics of employee working conditions for medical examination
There are four classes of working conditions. The first class includes optimal working conditions, in which conditions are created for the employee to maintain his health, thereby increasing the employee’s performance. Typically, private, small entrepreneurs are interested in this, since the most important thing for an entrepreneur is capital. For larger organizations, the main thing is to create working conditions that will not interfere with the normal functioning of the employee. Or at least the harmful factors will not reach dangerous levels and will not contribute to the deterioration of the employee’s health.
The next class of working conditions is acceptable. This is the case when the levels of working environment factors do not exceed the norms of hygienic work and do not contribute to a decrease in performance. Possible injuries that may occur during production or changes in the functioning of the body are restored during rest, this will not constitute a violation of rights in the labor code. Acceptable labor standards refer to bladeless ones, just like optimal ones. Harmful working conditions exceed the permissible norm and have a detrimental effect on the worker’s body and his offspring.

If employees observe such a situation at their workplace, they have the right to seek help from the relevant authorities. And the fourth class of working conditions, which is perhaps the most dangerous and harmful to the human body, is hazardous working conditions. It is obvious that a person will not be able to work in such conditions. During the working day, some damage is caused to the employee’s body, which can lead to serious development of the disease, due to which one may lose his job, since the person will simply not be able to cope with his work, and it is also possible that there will be an impact and for posterity.
