ABOUT CONSIDERATION OF THE APPLICATION
The Office of State Energy Supervision of the Federal Service for Environmental, Technological and Nuclear Supervision has reviewed the appeal and reports.
According to Note 2 of Appendix 1 of the Labor Safety Rules during the operation of electrical installations, approved by Order of the Ministry of Labor of Russia dated July 24, 2013 N 328n, registered by the Ministry of Justice of Russia on December 12, 2013, reg. N 30593 [] (hereinafter referred to as POTEE), assignment of group I is carried out by an employee from among the electrical personnel who has group III in electrical safety, appointed by order of the head of the organization.
An occupational safety specialist who controls electrical installations of electricity consumer organizations cannot assign electrical safety group I to non-electrical personnel, because in accordance with Note 6 of Appendix 1 of POTEE, they do not apply to electrical personnel.
It is allowed to carry out briefing of non-electrical personnel of an organization with the assignment of electrical safety group I by an employee with electrical safety group III, hired part-time.
In accordance with clause 1.4.4 of the Rules for the technical operation of consumer electrical installations, approved by Order of the Ministry of Energy of Russia dated January 13, 2003 N 6, registered by the Ministry of Justice of Russia dated January 22, 2003 N 4145, the list of positions and professions requiring the assignment of Group I for electrical safety is determined by the head of the organization .

Does the employer have the right to demand an annual electrical safety exam according to the program for group 2, if in fact the job description establishes group 1, citing the fact that the employee is included in the order to take the exam. In the Olympox program, however, there is no exam for group 1.
Answer: According to clause 1.2.2 of the Rules for the technical operation of electrical installations of consumers, approved by Order of the Ministry of Energy of Russia dated January 13, 2003 No. 6 (hereinafter referred to as the Rules), the consumer’s manager is obliged to ensure training and knowledge testing of electrical and electrical engineering personnel within the time limits established in clause 1.4.20 of the Rules .
In accordance with the requirements of paragraphs 1.4.3, 1.4.4 of the Rules, the organization must draw up lists of positions and professions of electrical and electrotechnical personnel who need to have an appropriate electrical safety group, which is approved by the consumer’s manager, as well as a list of positions and professions that require assignment to non-electrical personnel Electrical safety group I, which is determined by the consumer’s manager. Assignment to group I is carried out through instruction, which, as a rule, should be completed with a knowledge test in the form of an oral survey and (if necessary) a test of acquired skills in safe working methods or providing first aid in case of electric shock. The assignment of electrical safety group I is carried out by an employee from among the electrical technical personnel of a given consumer with an electrical safety group of at least III.
Question from 04/02/2018:
Our company provides call center services. There is no production activity, the office only has lighting and computers. Is it possible not to appoint a specially trained electrical safety specialist, but to assign responsibility to the general director?
Answer: Specialists from the department for state energy supervision of consumer electrical installations answer:
In accordance with clause 1.2.4. “Rules for the Technical Operation of Consumer Electrical Installations” (PTEEP), for a Consumer who is not engaged in production activities, whose electrical equipment includes only an input (input-distribution) device, lighting installations, portable electrical equipment with a rated voltage of no higher than 380V, the person responsible for the electrical equipment may not be appointed . In this case, the Consumer's manager may assume responsibility for the safe operation of electrical installations by written agreement with the local state energy supervision authority by drawing up the appropriate statement of obligation (Appendix No. 1 to these Rules) without testing knowledge.
Question:
Is it necessary to assign electrical safety group I to specialists working with PCs? If necessary, then how and is it necessary to keep a log of the briefing, and the frequency of assigning electrical safety group I?
Answer: In accordance with the requirements of clause 1.4.4. Rules for the technical operation of consumer electrical installations, approved by the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, registered by the Ministry of Justice of Russia dated January 22, 2003 No. 4145 (hereinafter referred to as the Rules):
- the list of positions and professions requiring assignment to group I in electrical safety is determined and approved by the head of the Consumer ;
- assignment of group I is made by conducting an annual briefing followed by a knowledge test, which is carried out by an employee from among the electrical technical personnel of a given Consumer with an electrical safety group of at least III with registration in a journal in the form specified in Note 2 of Appendix No. 1 of the Rules on Labor Protection during the Operation of Electrical Installations" , approved by the Ministry of Labor of the Russian Federation dated July 24, 2013 No. 328n, registered by the Ministry of Justice of Russia dated December 12, 2013 No. 30593B [].
Question:
Is it possible to assign the duties of a person responsible for electrical equipment to a labor protection specialist?
Answer . According to clause 1.2.3. Rules, the responsibilities of the person responsible for electrical equipment cannot be assigned to an occupational safety specialist , since an occupational safety specialist does not belong to the electrical personnel operating electrical installations.
Question from 05/29/2018:
Does an employee of the occupational safety department at an energy enterprise, who has group V in electrical safety, have the right to instruct non-electrical personnel to assign group I in electrical safety?
Answer: According to the Labor Safety Rules during the operation of electrical installations [], assignment of group I is carried out by an employee from among the electrical personnel who has group III in electrical safety. An employee of the labor protection department at an energy enterprise does not belong to electrical technical personnel, and accordingly does not have the right to assign Group I for electrical safety.

LETTER dated May 16, 2021 N 10-00-12/1251 ON ASSIGNMENT OF ELECTRICAL SAFETY GROUP I
The Department of State Energy Supervision of the Federal Service for Environmental, Technological and Nuclear Supervision has reviewed the appeal and reports in the order of the questions asked:
1. GOST 50571.1-93 “Electrical installations of buildings” (clauses 3.1, 3.2) gives the following definitions:
Electrical equipment - any equipment intended for the production, conversion, transmission, distribution or consumption of electrical energy, for example: machines, transformers, apparatus, measuring instruments, protection devices, cable products, electrical receivers.
An electrical installation is any combination of interconnected electrical equipment within a given space or room.
Thus, in accordance with the above definitions, a personal computer (hereinafter - PC) is not an electrical installation, but refers to electrical equipment.
2. In accordance with clause 1.1.2 of the Rules for the technical operation of electrical installations of consumers (hereinafter referred to as the Rules), approved by Order of the Ministry of Energy of Russia dated January 13, 2003 N 6, registered by the Ministry of Justice of Russia on January 22, 2003 N 4145, the Rules apply to organizations, regardless of their form of ownership and organizational and legal forms, individual entrepreneurs operating existing electrical installations (hereinafter referred to as Consumers).
According to the section “Terms and Definitions” of the Rules, operation is the stage of the product life cycle at which its quality is implemented, maintained or restored. In this case, the operation of the product generally includes intended use, transportation, storage, maintenance and repair (GOST 25866-83).
Thus, the Consumer operating electrical installations of buildings where electrical equipment is installed (PC, etc.) is obliged to take measures to determine the need to assign electrical safety group I to non-electrical personnel.
Based on clause 1.4.4 of the Rules, the list of positions and professions requiring assignment to personnel of group I in electrical safety is determined by the head of the Consumer.
3. The Consumer's manager determines the need to assign group I for electrical safety to non-electrical personnel working on a PC, based on regulatory documents on the design and operation of electrical installations (Rules for the construction of electrical installations, etc.), based on an analysis of the working conditions of personnel in terms of the danger of electric shock.
In the absence of conditions of danger of electric shock in the workplace with a personal computer, the Consumer's manager may formalize his decision in an organizational and administrative document that there is no need to assign Group I for electrical safety to non-electrical personnel and to draw up a corresponding list of positions and professions.
4. In accordance with the requirements of clause 1.4.4 of the Rules, assignment of group I for electrical safety to non-electrical personnel is carried out by an employee from among the electrical personnel of this organization, with an electrical safety group of at least III. Assignment to group I is made through instruction.
It is allowed to carry out briefing of non-electrical personnel of an organization with the assignment of electrical safety group I by an employee with electrical safety group III, hired part-time.

The Office of State Energy Supervision of the Federal Service for Environmental, Technological and Nuclear Supervision has reviewed the appeal and reports.
In accordance with the definitions of “electrical equipment” and “electrical installation” given in the Rules for the technical operation of consumer electrical installations, approved by Order of the Ministry of Energy of Russia dated January 13, 2003 N 6 (hereinafter referred to as PTEEP), PCs and office equipment are not electrical installations, they should be classified as electrical equipment .
However, electrical equipment connected to the electrical network of a building's electrical installation becomes part of that electrical installation.
In accordance with clause 1.4.4 of the PTEEP, the list of positions and professions requiring assignment to group I in electrical safety is determined by the head of the organization based on an analysis of the degree of danger of the premises where office equipment is located, and the class of office equipment in terms of the degree of protection against electric shock. For example, assignment of electrical safety group I to personnel working with office equipment of classes II and III in terms of the degree of protection against electric shock is not required. It is also not required to assign electrical safety group I to personnel working with office equipment in premises without increased danger.

What should it contain for non-electrical personnel?
The preparation and publication of electrical safety instructions at the enterprise is carried out by the engineer authorized for labor protection and production safety, who is appointed by order of management.
At the same time, such a specialist must have the entire list of knowledge in the field of electrical safety and periodically undergo advanced training in specialized educational organizations.
When drawing up and publishing instructions for non-electrical personnel, it is necessary to rely on labor legislation, GOST and document management standards and document flow rules in the organization itself.
This instruction should contain a list of practical and theoretical measures that are carried out by the relevant services in relation to workers to prevent the manifestation of negative factors of production, their nature, as well as the frequency of implementation.
Also, the instructions for non-electrical personnel contain information about those responsible for certain areas of work, and the division of powers between individual departments.
In addition, it is necessary to include the regulatory framework in accordance with which this document is issued.
Information about preventive measures taken - various types of instructions for non-electrical personnel, their content, as well as safety rules for each type of work.
Standard form for electrical workers
The standard instructions for electrical personnel must necessarily contain:
- precautions when handling high voltage electrical installations;
- list of personal protective equipment for labor protection during operation of electrical installations;
- rules for providing first aid in the event of an emergency;
- a list of preventive and educational measures, indicating their frequency;
- those responsible for the implementation of comprehensive labor protection measures in each department and the organization as a whole;
- features of the operation of electrical equipment at the enterprise;
- legal basis;
Moreover, in the case of a large number of employees, separate instructions may be provided for each full-time unit, which takes into account the specifics of the work of individual areas of production activity.
