The Governor's Childbirth Benefit is a regional program to help families planning or already becoming parents.
The conditions and procedure for assigning these subsidies are completely established by the local authorities of the subject, and its size depends on the debit of the regional budget.
As a rule, to participate in the assistance program, applicants must meet a number of requirements, for example, have permanent residence in the region where the application for subsidy is being submitted and be the parents of one or more children.
The bulk of gubernatorial (regional) benefits are aimed at increasing the demographic situation in the subject and are one-time in nature. If a potential applicant has already had experience in receiving similar assistance, then most likely the authorized body will issue a refusal to exercise its rights to a subsidy.
Which documents
The social security/MFC specialist accepting the application will tell you exactly what documents are needed to apply for gubernatorial benefits. But in order not to waste time on unnecessary visits to institutions, you should know what is included in the basic package.
- Application for payment. Now such an application is filled out by the specialist himself. He will only need individual information from the parent and his signature;
- A copy of the birth certificate (or adoption certificate) for the second and first baby;
- A copy of the parents' marriage certificate;
- A copy of certificate form No. 25 from the registry office (for a single mother);
- Certificate of family composition or certificate of registration of parents and children;
- A certificate from social security stating that the other parent did not receive gubernatorial benefits for the birth of a second child;
- Parents’ passports, they are only presented, and copies remain with the specialist;
- Copy of the applicant's SNILS.
In some cases, additional documents will be required:
- 2NDFL certificate, which can be obtained from the employer or the tax service. Through the Federal Tax Service website, a 2NDFL certificate is provided for all income received. True, information about income for the past year is formed only in the middle of the current year. You also need to be registered in your personal account on the Federal Tax Service website and the certificate is valid only in electronic form (on a flash drive or when sent via the Internet). In any case, the citizen can choose what is more convenient for him in the employer’s accounting department or on the Federal Tax Service website;
- a copy of the work book or an extract from it;
- a certificate from the bank about the balance of the loan, a copy of the loan agreement and a payment schedule;
- And so on.
In certain social security departments and MFCs, the provision of some documents is not required, since specialists can obtain the necessary information independently from their databases.
Governor's benefits for children in Moscow and the agglomeration
Families in the capital have fairly broad financial support, financed from the local budget. Thus, in Moscow and the federal city agglomeration there are the following types of assistance:
- Regional maternity capital;
- One-time payments to low-income families;
- Payments for child care until he reaches 3 years of age;
- Financial assistance to children included in special social services. groups (possible until the student reaches adulthood);
Monthly allowance
Among the monthly benefits for the second child, the following types of payments can be distinguished:
- Monthly allowance for caring for a second child up to 1.5 years old.
- New “presidential” benefit for child care up to 1.5 years for those in need.
- Monthly compensation for a second child up to 3 years old.
- Child benefit up to 16 years of age for low-income people and single mothers.
- Regional benefits for the second child.
A monthly allowance for caring for a second child up to 1.5 years of age is guaranteed to all parents without exception, regardless of their employment status. The only difference will be in the amount of the benefit.
Child care benefits can be applied for not only by parents, but also by other persons who actually care for him: grandparents and other relatives.
Monthly compensation for a second child under 3 years of age is provided exclusively to working women.
A new benefit for children under 1.5 years of age was introduced by Federal Law No. 418 “On monthly payments to families with children.” It began to be paid in 2021 and is available to a limited number of persons. This benefit is aimed exclusively at needy and low-income families.
The right to this benefit belongs to the following citizens:
- whose child was born after the beginning of 2021.
- They permanently reside on Russian territory.
- At the time of applying for benefits, the child was not yet 1.5 years old.
- The child is not in government care.
- The income of citizens per family member does not exceed 1.5 times the subsistence minimum for children in the region.
The benefit must be applied for within six months after reaching the age limit for payment.
The procedure for paying monthly benefits up to 16 years of age is determined at the regional level. The right to it belongs to low-income citizens, families with disabled children, single mothers, and also when the second parent evades payment of alimony.
In addition to federal benefits at the birth of a child, parents can count on regional payments, which are established and regulated at the level of constituent entities of the Russian Federation. In the regions, benefits are assigned according to the principles of targeting and need, which are established by Federal Law-388. The availability of regional benefits depends on the capabilities of the local budget and the level of socio-economic development of the region.
One-time benefit for the birth of a child
Citizens permanently residing in Moscow or the region, who have started a family and are raising children, can apply for a one-time benefit upon confirmation of their status as needy.
Features of the subsidy:
- The amount of payments depends on the following factors:
- Birth order of children;
- Number of children born from one mother;
- Assistance is provided to low-income families subject to the following conditions:
- The amount of income for each family member is less than the subsistence minimum established in the region;
- Availability of permanent residence in the region where the program operates;
- The social services department is looking into this issue. protection;
- Eligibility also arises when adopting a child;
Payment amount
The amount of payments in the capital and the Moscow region is slightly different and varies within the following limits:
- In Moscow:
- The birth of the first child - about 86 thousand rubles;
- The appearance of a second child in the family – about 120 thousand rubles;
- For the third (and subsequent) born (adopted) child, the subsidy will reach 173 thousand rubles;
- For residents of the Moscow agglomeration:
- First child – 10 thousand rubles;
- Second pupil – 20 thousand rubles;
- Third and subsequent child – 30 thousand rubles;
- The appearance of twins - 70 thousand rubles;
- Multiple pregnancy and the birth of 3 or more newborns at the same time – 150 thousand rubles.
"Gromovsky" maternity capital
During his tenure as governor of the Moscow region, B.V. Gromov, a project was developed and implemented that allows residents of the agglomeration to take advantage of the right to additional material support in the form of maternity capital.
Features of the subsidy:
- Provided only for the birth of a second or subsequent child whose birth falls between the beginning of 2011 and the end of 2021;
- Spending of funds is possible only after the pupil reaches the age threshold of 3 years;
- The sale of capital occurs in non-cash form and in two established directions:
- Improving family living conditions;
- Child's education.
Required documents
To clarify and assign a regional subsidy, you should contact the social protection department corresponding to your registration.
As a rule, the following documents are presented to receive a subsidy:
- Applicant's passport;
- Application according to the established form;
- Birth certificate of the child(ren);
- A court decision indicating the adoption of a child;
- Document/stamp confirming permanent residence registration;
- Certificate showing the number of family members;
- A document indicating the income of the applicant family;
- A certificate confirming the official marital relationship between the child’s legal representatives;
- A certificate from the registry office stating that there is no data on the child’s father or that such information is included in the birth certificate only from the words of the mother in labor (if the applicant is a single mother);
- Documents confirming the fact that the family is incomplete:
- Judicial act declaring the second legal representative dead or missing;
- Court verdict that the second parent has lost the powers of the child’s legal representative;
- Certificate stating the death of an absent parent.
What benefits are available to a family for a second child in the Moscow region?
In the Moscow region, families with a second baby can count on:
- federal;
- regional payments.
Parents will be able to count on receiving some types of financial support only after they are recognized as needy; for this they need to provide the social protection authorities or the MFC with a package of documents confirming this fact.
Regional payments in the Moscow region at the birth of a second child
Regional assistance in the Moscow region has existed since 2006. It is paid from the regional budget and is provided for families whose income is less than the established subsistence level, that is, recognized as low-income. In accordance with the Law of the Moscow Region dated January 12, 2006 N 1/2006-OZ (as amended on May 4, 2018) “On measures of social support for families and children in the Moscow region,” the following payments are provided at the regional level:
- one-time (at the birth of a second child, 40,000 rubles, regional maternity capital in the amount of 100 thousand rubles for children born or adopted between 01.01.2011 and 31.12.2016);
- monthly is paid upon reaching 1.5, 16 or 18 years.
Only residents with permanent registration in the Moscow region can apply for benefits.
Mandatory Federal charges
Federal charges apply throughout the country and include:
- one-time benefit for registration before the 12th week of pregnancy;
- for pregnancy and childbirth;
- a one-time payment provided for the birth of a baby;
- child care allowance for up to one and a half years;
- maternal certificate, valid for the birth of a second child after 01/01/2007 and until 12/31/2021
These accruals apply to all categories of families and are paid regardless of whether regional payments will be issued or not.
Maternity capital is issued by the mother; the benefit can also be issued by the father in cases where the mother has died, disappeared, been deprived of parental rights or is incapacitated.
Benefit for a second child for the poor
A family whose subsistence level is below that established in their region is recognized as low-income. To obtain this status as a parent, you need to contact the social security authorities or a multifunctional center with the necessary documents. Having received this status, the family can count on:
- monthly supplement for a child established by the law of the constituent entity of the Russian Federation
- and also until the age of 16, and if he continues to study at school, then until the age of 18;
- parents whose child was born after January 1, 2021. monthly payments from maternity capital are provided.
The monthly supplement for a child in the Moscow region under one and a half years old is 2,228 rubles; from 1 to 3 years - 4248 rubles; from 3 to 7 years - 1115 rubles; from 7 years and older - 558 rubles.
If one of the parents is unemployed or does not work officially, then such a family cannot qualify for low-income status.
Payments to singles for a second in the Moscow region
A single mother is a woman who raises a child alone, but to recognize this status, there must be a space in the father column on the child’s birth certificate.
This category of women has the right to all types of payments, both regional and federal, only their size will be slightly more than the amounts provided for complete families. As support from the region - Moscow region - a mother receives 4,456 rubles for a child up to one and a half years old; from one and a half to three years - 6,476 rubles; from three to seven years - 2228 rubles; from seven and older - 1114 rubles.
