    In this standard, the following terms with corresponding definitions apply:

    2.1 seal:

    3.1 Print cliches with a reproduction of the State Emblem of the Russian Federation are made in a round shape (Figure 1).

    4.1 Requirements for material for making printing cliches

    4.1.1 When making printing clichés, rubber intended for laser engraving or other materials with technical characteristics corresponding to this rubber are used.

    6.1 Seals with a reproduction of the State Emblem of the Russian Federation must contain at least four mandatory elements of protection against counterfeiting.

    6.2 Mandatory elements for protecting seals with reproductions of the State Emblem of the Russian Federation from counterfeiting are:

    6.2.1 Microtexts of the “white text on a black background” type, located along the outer ring of the rim of the printing cliche. The size of microtext elements is from 0.5 to 0.8 mm.

    6.2.2 Microtext of the “black text on a white background” type, made in the form of a dividing ring separating the lines of text of the information field from the image of the State Emblem of the Russian Federation. The size of microtext elements is from 0.5 to 0.8 mm.

    The legislation does not establish mandatory requirements for the organization's seal. The previous version of Article 2 of the law on limited liability companies only stated that the details included the full company name in Russian and the location (local area) of the LLC. Now the wording has been shortened to “... seal, stamps and forms with its name.” So, we can assume that there are no official requirements for the form and details of stamps of commercial structures.

    However, if you look at what imprints look like on documents from different companies, you can see their obvious similarity to each other: in size and information contained. It is caused by the fact that professional manufacturers develop some of the cliches according to GOST R 51511–2001, intended for stamp images. Accordingly, the equipment and operating standards for them were also applied to commercial customers.

    Important: only a certain circle of persons have the right to place the coat of arms of the Russian Federation: federal authorities; government bodies, organizations, institutions; registry office authorities.

    In addition, the order of the Moscow mayor No. 843-RM specified the requirements for the appearance of the print:

    • round - a circle with a diameter of 38-42 mm;
    • triangular - an equilateral triangle with a side length of 38-42 mm;
    • rectangular - a rectangle with sides measuring from 35-50 mm to 70-100 mm.

    Regarding the information required to indicate the cliches of legal entities, the following requirements were given:

    • full name in Russian indicating the organizational and legal form;
    • location (settlement);
    • state registration number.

    Corner stamps must also contain the full legal address and telephone number. The name of the enterprise in the language of the peoples of the Russian Federation or a foreign language, as well as a registered trademark, was also indicated on a voluntary basis.

    3.1 Print cliches with a reproduction of the State Emblem of the Russian Federation are made in a round shape (Figure 1).

    3.2 The minimum diameter of a seal cliche with a reproduction of the State Emblem of the Russian Federation is 40+1 mm, the maximum diameter is 50-1 mm. Along the outer ring, the printing cliche is limited by a rim with a thickness of 1.3+0.1 mm, on which microtext is located in a negative outline (white text on a black background). Microtext consists of a repeating entry that includes the word certificate with its number, as well as other information determined by the seal manufacturer.

    4.1.1 When making printing clichés, rubber intended for laser engraving or other materials with technical characteristics corresponding to this rubber are used.

    4.1.2 In rubber for the manufacture of printing clichés, the presence of shells that are visually visible through a magnifying glass with 15x magnification, visually visible swelling, cracking and warping is unacceptable. The swelling of rubber in water-alcohol mixtures should not exceed 5% of the mass at any concentration of alcohol, the relative elongation of rubber at break should be at least 200%. The thickness of rubber for making printing cliches is at least 2+0>2 mm. Rubber during processing should allow engraving to a depth of 0.25 to 1.8 mm.

    4.2.1 The ink pad and ink must have characteristics that ensure compliance with the requirements of this standard.

    4.2.2 When receiving a print on coated and uncoated paper, the absorption and drying of the stamp ink on the surface of the paper should occur in no more than 10 s without residual set-off and be resistant to smudging and abrasion.

    4.2.3 Stamp ink after receiving a print on coated and uncoated paper should not change the visually discernible color saturation in daylight and room temperature in a place protected and not protected from direct sunlight, as well as the geometric characteristics of the image and the characteristics of security elements.

    5.1 The minimum permissible height of font letters on the information field of a printing block is 1.5+0.1 mm, the width of strokes of a font sign is not less than 0.1+0.01 mm.

    5.2 The angle of inclination of the side surfaces of the printing elements relative to the perpendicular to the plane of the printing cliche should be from 40° to 70°.

    5.3 The depth of white space elements corresponds to the dimensions of these elements according to Table 1.

    Existing requirements for forms and content

    Our company has been in the market for stamp production services for over 18 years. All our activities are based on providing only high-level services. In our work, we did not try to find easy ways that contradict legal requirements. All this was rewarded by our regular and numerous customers who trust us and the quality of our products.

    When manufacturing these products, we adhere to the following requirements:

    • all definitions and requirements for the shapes and sizes of official seals are set out in GOST R 51511-2001, which we follow in our activities;
    • as well as Resolution No. 505 of the State Standard of the Russian Federation.

    We produce official seals, as specified in the law, only in round shapes. The center of the seal contains an image of the coat of arms of the Russian Federation, and its circle implies information about the name of a specific legal entity (in accordance with the constituent documents).

    An abbreviated version of the name is permissible only if it is specified in the constituent documents. It is usually applied after the main one and in parentheses. If this name is in a foreign language, then the main version is initially written in Russian, and then in a foreign language.

    Do not forget that joint-stock companies are subject to the requirements of another legislative act, namely clause No. 6, Article No. 2 of the Federal Law “On Joint-Stock Companies”. They have some differences, but in manufacturing we adhere to exactly the same rules and requirements.

    Marking on documents in non-state institutions is carried out only on original documents that require special identification, these include:

    It all started in 1999, when, on behalf of the Government, GOST for official stamps was developed. In 2003, it came into force and the old official stamps had to be redone according to the new GOST R51511-2001 (the new name of GOST). The reform of official seals was conceived with one goal - to establish uniform requirements for seals with state symbols. The seal had to contain four elements of protection against counterfeiting, which cannot be implemented at home or at home. But... Since the certification system was voluntary, the developers simultaneously registered an alternative certification system. As a result, the inconsistency of some regulatory documents with others allowed us to create complete confusion, in which we still find ourselves. Our company is guided by the very first Poligrafsert system in the production of official stamps. It was created at the direction of the government and most fully reflects the requirements for seals with state symbols.

    Official seals are manufactured in accordance with current norms and standards. Including according to GOST 51-511.     — in the guilloche stripe on page 20, at viewing angles ranging from 10 to 50 degrees, the word “RUSSIA” is visible (when viewed from the long side of the form, light letters on a dark background, and from the short side, dark letters on a light background)

    3. The form is sewn with thread from 2 folds of red and yellow colors, and the yellow fold glows yellow in the ultraviolet range.

    3. Personal photography characteristics:

    - in personal photographs, the face must be photographed strictly from the front, with facial expressions (expression) that do not distort its features, without a headdress. It is advisable to take photographs in a plain suit (dress);

    — photographing persons wearing glasses with tinted lenses is not allowed;

    — general and detailed blur of the photograph and the presence of blurred highlights in the image of the eyes are unacceptable;

    — photographs can only be taken with technical retouching of the negative; distortion of the characteristic features of the face is unacceptable;

    — The image should be clear, of medium contrast, with a soft light-and-shadow pattern. The background is lighter than the face image, smooth, without stripes, spots and images of foreign objects;

    — personal photographs are made on photographic paper up to 0.3mm thick. The type of photographic paper is established by the PVU of the Ministry of Internal Affairs of Russia together with the ECC of the Ministry of Internal Affairs of Russia:

    — kinks, scratches, damage to the emulsion layer, streaks, stains, various kinds of veils, traces of positive retouching, including chemical, and other technical defects are not allowed in the photographs.

    There is only one risk when making new seals - if there is no evidence of the presence of several seals, then a document with a seal, in which affixing a seal is mandatory, could theoretically be recognized as falsified in court. In order not to give rise to such statements, it is recommended that the new seal be issued by a decision (minutes) of the participant (participants) of the general meeting - in this case, all possible risks will be minimized. This is necessary in order to record that the LLC has several seals.
