(Commentary to the resolution of the Ministry of Labor and Social Protection No. 103 [1])
For each calendar year, the Government of the Republic of Belarus or an agency authorized by it establishes an estimated standard of working time for each calendar year (Article 124 of the Labor Code [2]).
The estimated standard working time for each calendar year is established by the Ministry of Labor and Social Protection on the basis of Regulation No. 1589 [3].
For 2021, the estimated standard working time is established by Resolution No. 103, according to which, with the full standard working time for 2021, it will be:
– for a 5-day work week with days off on Saturday and Sunday – 2,050 hours;
– for a 6-day work week with a day off on Sunday – 2,031 hours.
At the same time, this calculated standard working time is established based on the full standard working time of 40 hours per week (Article 112 of the Labor Code) for a 5-day working week with days off on Saturday and Sunday and for a 6-day working week with a day off on Sunday and calculated:
– for a 5-day work week, based on the duration of daily work on weekdays - 8 hours, and on workdays immediately preceding holidays - 7 hours;
– for a 6-day working week, based on the duration of daily work on working days from Monday to Friday 7 hours, on Saturday – 5 hours, and on working days immediately preceding holidays – 6 and 4 hours, respectively.
The sum of hours of work according to the shift schedule for a 5-day and 6-day working week must correspond to the calculated standard of working time for each calendar year, which is established by the Government of the Republic of Belarus or an authorized body (Article 124 of the Labor Code).
The estimated norm of working time for a calendar year can be calculated as follows: the length of a working week of 40 hours is divided by 5, multiplied by the number of working days in a year according to the calendar of a 5-day working week, the number of hours by which working hours are reduced on the eve of non-working days is subtracted from the resulting amount holidays. In a similar manner, the estimated norm of working time for a calendar year can be calculated for a different length of the working week (36, 30, 24 hours, etc.).
When determining the number of working days, weekends according to the calendar of a 5-day or 6-day working week, as well as public holidays and public holidays, which, according to paragraph 3 of Decree No. 157 [ 4] are declared non-working days, are excluded from the number of calendar days.
There are 365 calendar days in 2021. Of this number of days, with a 5-day working week with days off on Saturday and Sunday, there will be 108 non-working days (weekends and holidays) and 257 working days (365 – 108), and with a 6-day working week - 60 non-working days (weekends and holidays). holidays) days and 305 working days (365 – 60).

Who should not be hired to work on holidays and weekends?

Production calendar: what is it
