What is induction training in civil defense and emergency situations?

Introductory briefing for employees of civil defense organizations is a form of training for employees at the enterprise and organization. This training is carried out by the employer.

The task of briefing on civil defense and emergency situations

Familiarize hired workers with information about the most likely hazards that may arise

  • in military conflicts or as a result of these conflicts,
  • in emergency situations of natural and man-made nature.

These hazards take into account the characteristics of the organization’s activities and its location. New employees must learn the basics of protecting against hazards that are established in the organization.

From January 1, 2021, employers have a new obligation – to provide training on actions in emergency situations.

In September 2021, the Regulations on Emergency Preparedness were approved. This document is valid from 01/01/2021. and ends on December 31, 2026.

Who is being trained?

The categories of persons undergoing training in the field of emergency protection are listed in paragraph 2 of the Regulations on emergency preparedness. There are six such categories in total. The following are important to us:

— heads of organizations, government bodies, local governments;

- individuals who are in an employment relationship with the employer;

— students mastering basic general education programs, educational programs of secondary vocational education and higher education;

- authorized employees - employees of state authorities, local government and organizations whose powers include resolving issues of protecting the population and territories from emergency situations.

What does the preparation involve?

For each category of persons listed in clause 2 of the Regulations on Emergency Preparedness, there are specific specifics of instruction. So, according to clause 4 of the said Regulations:

— employees are required to undergo training on actions in emergencies at least once a year and upon hiring within the first month. In addition, they must independently study emergency procedures, participate in exercises and training;

— for students during school hours, classes are held on the relevant programs of the academic subject “Fundamentals of Life Safety” and the academic discipline “Life Safety”;

— heads of public authorities independently study regulatory documents on the organization and implementation of emergency protection measures, take part in annual thematic gatherings, exercises and training;

— heads of local government bodies and organizations whose powers include resolving issues related to the protection of the population and territories from emergencies, authorized employees must attend classes on relevant additional vocational education programs at least once every five years, independently study regulatory documents, and participate in annual thematic meetings , exercises and training. Managers are trained in educational and methodological centers for civil defense and emergency situations of the constituent entities of the Russian Federation, authorized employees are trained in organizations that carry out educational activities under additional professional programs in the field of emergency protection, administered by the Ministry of Emergency Situations, other federal executive bodies, in educational and methodological centers for civil defense and emergency situations of the constituent entities of the Russian Federation, as well as in civil defense courses of municipalities.

If a person is first appointed to a position related to the performance of duties in the field of emergency protection, then during the first year of work he is required to receive additional professional education in the field of emergency protection.

Teachers of the subject “Fundamentals of Life Safety” and the discipline “Life Safety” receive additional professional education under advanced training programs in organizations that carry out educational activities under additional professional programs in the field of emergency protection, administered by the Ministry of Emergency Situations, the Ministry of Education and Science, the Ministry of Education, and other federal executive bodies , as well as in educational and methodological centers for civil defense and emergency situations of the constituent entities of the Russian Federation.

How to conduct training?

The algorithm for conducting briefings on actions in emergency situations is similar to conducting civil defense briefings prescribed in the Civil Defense Regulations.

It is recommended to appoint a person responsible for conducting emergency training (by order or regulation), to develop and approve an induction training program, and a log form for recording its completion. If the organization has a civil defense instructor, then, as a rule, he also conducts emergency training. Instructions can also be carried out by the manager himself, provided he has completed the appropriate training.

How to record the results of the training?

Each briefing is recorded in a special logbook. An approximate standard form of such a journal is given in the appendix to the Civil Defense Regulations. The following information is entered into the journal: date of the briefing, last name, first name, patronymic, position of the person being instructed, last name, first name, patronymic, position of the instructing person, signatures of the instructing person and the instructing person, knowledge test mark.

The form of the journal is approved by the manager. The pages of the magazine are numbered, stitched and sealed with the organization's seal.

What is included in the briefing?

The induction training should include the following sections:

  • rights and obligations of workers in the field of civil defense and protection from natural and man-made emergencies;
  • possible dangers that may arise during military conflicts or as a result of these conflicts, as well as during natural and man-made emergencies;
  • basic requirements for the implementation of civil defense measures and protection from natural and man-made emergencies;
  • methods of protection against hazards;
  • procedure for responding to warning signals;
  • rules of conduct and action in case of emergency;
  • information about liability for violations of requirements in the field of civil defense and protection from natural and man-made emergencies.

The issuance of an order or instruction on the organization of instruction is within the competence of the company management or business owner (IP). Such an order is signed annually by the responsible person of the company, the manager. If necessary, this can happen more often, for example, in the case of a large number of new employees being hired at the same time.


What does an order look like?

This order must indicate:

  • the purpose of the briefing;
  • place, date and form of its implementation, for example, as part of a group of employees;
  • a short induction program on civil defense;
  • responsible person, his position;
  • registration form for completed training events;
  • sheet or list of persons familiar with the order.

Who conducts civil defense and emergency training?

Responsible person. He is appointed by the head of the enterprise. If there are regional branches, it is necessary that such a specialist be present in each of them. And if a person has taken this position for the first time, then he must necessarily receive professional education (additional) in this area.

What documents should I develop?

Two programs are needed: for emergency training and for introductory civil defense training. They are in the letters of the Ministry of Emergency Situations. Approximate civil defense - in letter dated February 27, 2020 No. 11-7-605. Regarding emergencies - in letter dated October 27, 2020 No. IV-11-85. Since they are identical, they are allowed to be combined. The only difference is that during the introductory briefing on civil defense, employees continue to be told about the dangers and warnings in military conflicts and explain the procedure for preparing and conducting evacuation measures.

When starting to develop an emergency training program, you must consider:

• How the enterprise is managed • In what geographical area is it located • What hazardous production factors are there?

I recommend checking the emergency briefing program with the action plan and other documents on emergency prevention and response.

When developing a civil defense training program, consider:

• The location of the enterprise, how it is managed and what working conditions are there • What category (according to Civil Defense) does the enterprise belong to • Can the enterprise fall into zones of destruction, radioactive contamination, chemical contamination and catastrophic flooding • How did you assess the situation at the enterprise that may arise in as a result of hostilities

The developed programs (indicating in them the specific number of hours for conducting instructions) are approved by the manager with the appropriate order.

Don’t forget about two forms of logs: one for information about civil defense briefings, the other for emergency briefings.

How to conduct training on civil defense and emergency situations?

According to developed programs. Employees undergo annual emergency procedures separately. Emergency training for new employees along with civil defense training on the same day.

During the instructions you will need to:
  • Familiarize workers with the dangers that may arise during an emergency at a particular enterprise
  • Explain what rights and responsibilities workers have that will protect them from dangers
  • Explain how to act in case of emergencies and civil defense measures
  • Notify what will happen if you violate the requirements for civil defense and emergency protection
  • Teach how to provide first aid to victims and use collective and individual protective equipment

In the case of conducting training for a remote branch, you can either appoint a responsible person or conduct the event remotely. Have you chosen the second option? Then do not forget about the electronic log of the briefing or issue a certificate of its completion and subsequently send the documentation to the parent organization within 20 calendar days from the date of the event.

If you have correctly organized all of the above preparatory stages and the briefings themselves, then the enterprise employees, when checking the information they have studied, should know:

  • Possible sources of hazards at the enterprise
  • Types of emergencies that may occur in the territory
  • Methods of notification in case of threat and occurrence of emergencies and military conflicts
  • Methods of protection against the dangers of emergencies and military conflicts
  • Actions in case of threat and dangers
  • Storage areas for personal and collective protective equipment.

Procedure and duration of induction training on civil defense and emergency situations

The general procedure for conducting briefing contains two basic elements that must be taken into account by the management of the enterprise or organization.

  • The first point is the timing. It should be no more than 30 days from the time the new employee started working. If we are talking about temporary staff, then briefing is carried out immediately before starting work.
  • The second point is related to the fact that induction training for civil defense and emergency situations can be carried out with employees at any time if the need arises, for example, these could be changes in the schedule and place of work, cases related to external factors and conditions.

For your information! In such cases, the briefing is carried out and issued by a separate order from the company management.

All company actions related to civil defense and emergency training must be recorded in the appropriate log books. Such journals can be maintained in electronic form, but the main document is its paper format with the signatures of instructed employees and responsible officials. The training requirements in the field of emergency protection for the working population have changed significantly.
