Rosstat , formerly called Goskomstat of Russia, is a federal state statistics service , and therefore an executive body vested with the functions of education and control over official statistical information on the demographic, political, economic and social situation of the country.

FORMS OF FEDERAL STATE STATISTICAL OBSERVATION

The list includes forms of unified reporting and statistical documentation approved by orders of Rosstat, which are objects of classification in the All-Russian Classifier of Management Documentation (OKUD).

The list contains forms submitted by organizations or individual entrepreneurs to statistical authorities and other executive authorities.

In accordance with Decree of the Government of the Russian Federation dated August 18, 2008 N 620, Rosstat publishes on the Internet information and telecommunications network a list of respondents for whom federal statistical observations are carried out in the reporting year.

Who is required to submit statistical reports to Rosstat

The general procedure for organizing statistical accounting, conducting federal statistical observations, as well as providing statistical reporting on the territory of Russia is established by Law No. 282-FZ of November 29, 2007. In accordance with this law, the following categories of respondents are required to submit statistical reporting to the territorial divisions of Rosstat: – Russian organizations and their separate divisions; – branches, representative offices and divisions of foreign organizations operating in Russia; – entrepreneurs.

This procedure follows from the provisions of Part 2 of Article 6 and Article 8 of the Law of November 29, 2007 No. 282-FZ.

Statistical observation can be continuous or selective.

In the first case, all respondents in the study group must submit statistical reporting. For example, if continuous statistical monitoring of activities in the field of trade in motor vehicles is carried out, the established forms of statistical reporting must be submitted by all organizations and entrepreneurs that were assigned OKVED code 50.10 when registering with the territorial division of Rosstat.

If a sample observation is carried out, not all organizations and entrepreneurs that trade in vehicles must submit statistical reports, but only those that, by decision of Rosstat, were included in the sample.

This follows from the provisions of Part 1 of Article 6 of the Law of November 29, 2007 No. 282-FZ.

The procedure for submitting statistical reporting by small and medium-sized businesses has some features (Part 4 of Article 8 of Law No. 282-FZ of November 29, 2007).

Continuous statistical observations regarding their activities are carried out once every five years (Part 2 of Article 5 of the Law of July 24, 2007 No. 209-FZ).

Selective statistical observations are carried out: – monthly and (or) quarterly – in relation to small and medium-sized enterprises; – annually – in relation to micro-enterprises.

The list of small and medium-sized businesses subject to selective statistical observation is determined annually by Rosstat. Only organizations and entrepreneurs that are included in this list should submit statistical reports as part of sample observation.

This procedure follows from the provisions of Part 3 of Article 5 of the Law of July 24, 2007 No. 209-FZ and paragraph 2 of the Rules approved by Decree of the Government of the Russian Federation of February 16, 2008 No. 79.

Situation: how to find out whether an organization (entrepreneur) is included in the list of respondents subject to random statistical observation

Information about inclusion in the list of sample statistical observations, as well as statistical reporting forms and instructions for filling them out, should be communicated to organizations (entrepreneurs) by the territorial divisions of Rosstat. This follows from paragraph 4 of the Regulations, approved by Decree of the Government of the Russian Federation of August 18, 2008.

Entrepreneurship

How to fill out a report to Rosstat

For those who decided to fill out the report themselves: so as not to have to read the order with instructions, we tried to clearly explain the indicators that require a little more calculations and may raise questions.

Unlike the tax service, Rosstat will not charge you taxes or contributions, so it is not so strict with the numbers in the report. Rosstat needs the data only for statistics, and the report itself is more like a questionnaire.

Employee information

Individual entrepreneurs indicate employees in paragraph 4. It is calculated as follows: you need to add up all employees for each day of the month (even those who were sick, on vacation, etc.) and divide by the total number of days in the month. Then, divide the number of employees for all months by 12, including if you registered in the middle of the year. According to the order in which you fill out, you should calculate the partners and family members who are involved in the business, but we recommend that you do not put this information at risk and make it easier for yourself to fill out the reports without this data.

For an LLC, you need to fill in the average number of employees under employment contracts (except for women on maternity leave and those on study leave), employees under civil service agreements and external part-time workers.

The total number of all employees consists of three indicators:

1. First, calculate the average number of external part-time workers. The hours worked for each month must be divided by the number of working hours per day (if you have a standard five-day week, then by 8). For example, an employee is hired for 3.2 hours: 3.2/ 8 = 0.4. The resulting number must be multiplied by the days worked by the employee and divided by the number of working days in the month. For example, an employee worked 10 days for 3.2 hours, and there were 22 working days in the month: 0.4 x 10 / 22 = 0.18 This should be calculated for each month, add the results and divide by 12.
2. Add up the employees under GPC agreements for each day of the month and divide by the number of days in the month. Then divide the total number for all months by 12.
3. Add the number of employees from the DAM report to the tax office.

The salary fund includes salary, bonus, vacation pay without deducting personal income tax. There is no need to take into account sick leave and benefits, insurance premiums, dividends, business travel expenses, as well as remuneration for the services of the self-employed and individual entrepreneurs.

Revenue distribution according to OKVED

The total amount of revenue must be taken from the tax report:

• on the simplified tax system “Income” - line 113 from section 2.1;
• on the simplified tax system “Income minus expenses” - line 213 from section 2.2;
• on UTII - actual income;
• on a patent - income from the income book.

Additionally, all proceeds must be distributed according to OKVED.

Reporting

Statistical reporting: studying the nuances

Reporting is a form of observation in which, within a specified period of time, enterprises, institutions, and organizations submit to statistical authorities documents (reports) signed by persons who are responsible for the accuracy of the information contained in the reports. Reporting is prepared on the basis of primary accounting data. It is the main organizational form of statistical observation. It covers the entire national economy, individual economic entities of various forms of ownership (state, cooperative, rental enterprises, as well as various organizations and institutions). Statistical reporting reflects all the main aspects of social development. Reporting varies in frequency: urgent - contains data for a month or less; -quarterly; - six months; -annual. It is important to determine the circle of accountable persons. For this purpose, all enterprises, organizations, associations, regardless of their form of ownership, as well as citizens engaged in entrepreneurial activities, are included in the Unified State Register of Enterprises and Organizations (USRPO).

Errors in statistical observation. Methods for checking the reliability of statistical data.

Answer:

The main requirement for statistical observation is the accuracy of statistical data.

Accuracy is the level of correspondence of the value of any characteristic or indicator that was obtained as a result of statistical observation to its actual value. In the process of preparing and conducting a statistical study, in order to prevent the possibility of deviations or differences between the calculated indicators, it is necessary to provide and implement a number of measures. If such deviations occur, they are called statistical observation errors. Materials collected as a result of observation are subject to comprehensive verification and control.

They are checked from the point of view of completeness of coverage of all units of the observation population and the correctness of filling out documents and in the manner of logical and arithmetic control.

Statistical observation errors are representativeness errors and registration errors.

Representativeness errors indicate the extent to which the sample population represents the population. These errors arise because only a part of the units of the population under study are observed, and this information cannot absolutely accurately reflect the properties of the entire mass of phenomena in the population.

Registration errors resulting from incorrect identification of facts can be divided into:

1) random - these are errors that can give distortions in both one and the other direction;

2) systematic errors arising from violation of the principles of unintentional selection of units of the studied population. Systematic errors are dangerous because they affect the resulting totals;

3) intentional errors arise as a result of deliberate distortion of facts.

To ensure the reliability of statistical observation data, their quality is checked in terms of the completeness of coverage of the studied object by statistical observation, quality, etc.

Checking statistical observation data for reliability is carrying out logical, arithmetic and syntactic control.

Summary of statistics.

A statistical summary is a set of sequential operations for primary data processing in order to identify typical features and patterns inherent in the phenomenon being studied.

Types of summary

There are simple and complex summaries:

With a simple summary, the overall totals for the population being studied are calculated.

With a complex summary , observation units are grouped, totals are calculated for each group and for the entire population, and the grouping results are presented in the form of statistical tables.

If the collection and processing of data is carried out in one place, then the summary is called centralized .
