Today, the transportation of any cargo, parcels, or goods is very developed throughout the world. Large logistics structures connect different points between countries. Especially if this is a country as big as Russia. But for each such amendment it is necessary to draw up a certain document recording a list of important factors and events. This article will talk about form 103 for postal shipments by Russian Post.

About the form
Form 103 for postal shipments is used for competent and correct execution of consignment shipments.
Batch shipments mean that the sender wants to send more than five shipments to one or more addresses using an internal registered item. Such goods are sent in postal packages or other wrappers, depending on the type of parcel (fragile, large, and so on).
It is also recommended to use the Internet service “Sending letters and parcels”, which automates the specialization of acts for sending by Russian Post and speeds up the process of delivering goods to the post office.
This service is intended for bulk senders. Your company can automatically generate all the necessary address labels, accompanying documents and assign a tracking number (SPI) to each registered item.
List of new registration forms and requirements for their completion
The famous code designations remained the same in some places, changed in others, but a small reference to previous forms remained.
- P11001 – initial registration of legal entities;
- P12003 – notification of the start of the reorganization procedure;
- R12016 – application for completion of the reorganization procedure;
- R13014 – application for registration of changes in the Unified State Register of Legal Entities or constituent documents. Combined P13001 and P14001;
- R15016 – application for liquidation of a legal entity. Combined P15001 and P16001;
- R16002 – application for inclusion in the Unified State Register of Legal Entities on the termination of a unitary enterprise, state or municipal institution;
- Р18002 – application for registration of an international company, international fund;
- P21001 – registration of individual entrepreneurs;
- P24001 – registration of changes about individual entrepreneurs in the Unified State Register of Individual Entrepreneurs;
- R26001 – registration of termination of the activities of an individual entrepreneur;
- Р24002 – registration of changes on peasant farms;
- R26002 – registration of termination of the activities of peasant farms.
There is no form for the initial registration of peasant farms. Registration of a peasant (farm) enterprise is now possible using form P11001.
The official requirements for filling out new forms can be found in Appendix No. 13 to the order “Requirements for the preparation of documents submitted to the registration authority.”
Requirements for registration and completion of form P11001
Please note: as of April 29, 2021, applicants must provide their email address in their registration application. Documents confirming the fact of registration (Unified State Register of Legal Entities, charter with a mark from the Federal Tax Service, tax registration certificate) are sent by the inspectorate not in paper form, as before, but electronically. Paper documents, in addition to electronic ones, can be obtained if you make a note about this on the last sheet of application P11001.
Among all the innovations introduced into form P11001, the following should be noted:
1. The new form P11001 is focused on machine readability, therefore:
- all letters and numbers are written in special cells;
- all letters must be capitalized;
- the size, type and color of the font for filling out the P11001 form are strictly regulated;
- address elements are registered in accordance with the State Address Register (FIAS);
- barcodes changed;
- The rules for filling in gaps, hyphens, and lines are strictly defined;
- rules for aligning letters and numbers for all fields are defined;
2. the company name of the company, as well as its abbreviation in the new form P11001, is written not only in Russian, but also in English (if available);
3. in the new form, all founders are now applicants, i.e. Sheet H must be filled out for each founder, after which the signature of each founder on Sheet H must be notarized;
4. OKVED codes are entered into the new form only as 4-digit ones, and unlike the old form P11001, the names of the codes are no longer indicated;
5. TIN of individuals, if available, must be indicated.

What is the difference from old forms, nuances when filling out
What's new in these forms:
- All documents for state registration are submitted in one copy.
- Double-sided printing is allowed, including application forms (notifications).
- Filling both manually and by machine.
- For machine printing, the font is Courier New. 18 pt., black.
- For manual filling - ink color is black, blue or purple.
- As before, one familiar place – one symbol.
- Filling out the now mandatory phone number – +74951234567, plus sign in a separate cell.
- Another important point is that data in the Unified State Register of Legal Entities can be hidden. For example, information about the director, about the founders, etc. To do this, a tick is placed in the required place in the form, and the reason for hiding the data is written in free form on a separate sheet.
Interestingly, there is not a word in this order about the unreliability forms P34001, P38001 and P38002, but they do not relate to it. This is Order of the Federal Tax Service of Russia dated 02/11/2016 N ММВ-7-14/ [email protected] “On approval of the grounds, conditions and methods of carrying out the activities specified in paragraph 4.2 of Article 9 of the Federal Law “On State Registration of Legal Entities and Individual Entrepreneurs”, the procedure for using the results of these activities, the form of a written objection regarding the upcoming state registration of changes to the charter of a legal entity or the upcoming entry of information into the Unified State Register of Legal Entities, the form of an individual’s statement about the unreliability of information about him in the Unified State Register of Legal Entities.”
Among other things, the new forms provide for entering data on the corporate agreement, and also allow you to select a standard charter for use.
Another innovation is that you can indicate that the company has a corporate name in a foreign language or in the language of the peoples of Russia.
When to fill out form 103
You need to fill out such a form at the post office: they issue it there.
You can also find such a form on the official website of the Russian Post, or on the Internet. This is drawn up in a document in the case when one addressee wants to send a large number of parcels to one or more addresses at once. Often, this situation occurs in online stores of clothing, souvenirs, and so on. Or simply from people selling goods who can deliver them this way. Most often, the preparation of this document falls on the shoulders of wholesalers. These people may fill out several of these forms per day.
The generated postal registrations for the party reception are sent according to form 103. If the sender wants to send goods, cargo, or a parcel of one type, then he can do this in an amount of no more than 35 pieces.
Attention! For money transfers, this rule increases; the sender can make up to 50 such operations.
In cases where more than 10 parcels are sent to one address, the addressee determines the sending groups, and a separate Form 103 is drawn up for each such group.
Important ! If the sent is a telegraphic transfer, then it is issued according to separate lists of Form 103.

Filling using online services and software
Among other things, the Federal Tax Service is currently finalizing the software on its website and making it more user-friendly.
A mobile application for generating a package of documents for state registration was also recently announced.
While filling out the new forms raises many questions, in general it is not much different from the 2013 forms. It is especially convenient to do this in the PPDGR program or using the online services presented in the table above.

Instructions for filling
Of course, such a document, like all others, must be drawn up in accordance with all the rules of official business style (as far as possible in such a form), indicating complete information.
If you do not provide accurate information about the goods, then at the time of receipt by the addressee, the cargo may not be released in full due to the documentary loss of the parcel. To prevent this from happening, such a document must be drawn up in full, including the entire exact list of what was sent.
What information does it contain?
At the top of such a document its number and date of preparation are indicated.
Afterwards the following information is indicated:
- Type and category of RPO;
- Sender;
- Name and index of the reception place;
- Total RPO and number of sheets.
After this information, the document contains a table consisting of eight columns, which contain the following information:
- RPO number;
- Destination;
- Mail barcode;
- Weight, kg.);
- Declared value;
- Cash on delivery cost;
- Transportation costs excluding VAT;
- Transportation costs including VAT.
At the end of the table there is a line “Total”, to the last four columns.
All lines related to cost are written below, and the numbers for them are written in words.
At the very end of the document, it is indicated who submitted and accepted the party shipment, as well as their signature, full name and position.

- The inventory form is filled out as shown below:
- The document number is written (such a document can be grouped);
- The name of all documents (with a mandatory description of their numbers and dates);
- The number of documents themselves and sheets in them;
- Declared value;
- Total value and quantity sent;
- Information about the sender (full name, name of the sender’s company, signature).
Two inventories are made in one envelope, one of them is inserted inside the sent, the second is given to the addressee after filling out.
Only the postal worker writes the identification number of the postal item. Therefore, the number can later be used to track the location and status of the parcel.
