Calendar structure
For convenience and uniform reading, a special form of the calendar has been adopted. In addition to the standard grid with a visual designation of “red” dates, it contains data on accepted work standards by hours and days for three types of schedules: 40, 36 and 24-hour work weeks. The amount of time that should be devoted to work is given in total monthly, quarterly and at the end of the year.
This presentation of information greatly facilitates accounting and eliminates discrepancies when carrying out various calculations. The calendar is always accompanied by comments, which provide explanations of the decisions made with reference to the legislative grounds.
Its own regime in Tatarstan
The production calendar of the Republic of Tatarstan is developed on the basis of the federal calendar. Its main difference is additional non-working days on Eid al-Fitr and Kurban Bayram, as well as on republican events - Republic and Constitution Days.
Since the dates of religious holidays have a “sliding schedule,” they are established annually by a special Decree of the President of the Republic of Tajikistan based on information from the Spiritual Administration of Muslims.
How will we work and relax?
The federal production chronometer provides for 247 working days and 118 days off and holidays. In Tatarstan, exactly a third of the year is non-working - 122 days out of 365.
In the first eight days of January, all Russians will have a rest during the Christmas holidays. February 23 and March 8 are gender holidays. Then we rest in May on the 1st, 2nd and 9th. In June we celebrate Russia Day and in November - National Unity Day.
Working residents of Tatarstan, in addition to the listed holidays, will receive rest days on June 15 on Eid al-Adha, August 21 on Kurban Bayram, as well as on August 30 on Republic Day and November 6 on Constitution Day.
In 2021, the republican calendar establishes pre-holiday working days as February 22, March 7, May 8, June 14, August 21 and 29. They immediately precede the holidays and are officially shortened by an hour.
In addition, according to the current legislation, due to the transfer of holidays, it will also be possible to leave the workplace early on April 28, June 9 and December 29 next year. For comparison: in the coming year there are three fewer shortened days in the all-Russian calendar.
When to work?!
The result of optimizing the work and rest schedule was the emergence of so-called long weekends. These periods are a kind of respite in a series of everyday work, small vacations for adults, when you can take a break from work and gain strength for a new breakthrough. In Tatarstan, long weekends are expected in most half of the months. The first half of the year will be especially generous for holidays:
The next mini-vacation for 4 days will come only in November - from the 3rd to the 6th. And the duration of the New Year holidays will be a whole decade, taking into account the weekends that fall on the last two days of the year.
As always, the shortest working month will be January - only 17 working days. By the way, these days will be the most “expensive” of the year, because the entire monthly salary when calculating the average daily earnings will be divided only into 17 days. Therefore, every missed January working day will have a noticeable impact on your salary. Of course, this is only relevant for employees on a fixed salary.
People who know how to count money recommend going on vacation in those months that have the least number of “red” dates: this way you get more vacation pay. In the coming year, the best months for holidays will be July and October.
Let's rest longer
For Tatarstan, the number of non-working days will increase in 2021.
Accordingly, the number of working hours will decrease slightly and, with a standard 8-hour working day, will be 1935 versus 1955 in the outgoing year. For those who work 36 hours a week, the stipulated standard of work will be 1740.6 hours. And if the working day is 4 hours, then the annual norm will be 1157.4 hours.

The production calendar of the Republic of Tatarstan is an officially approved document that indicates the alternation of working days, weekends and holidays. Based on it, the number of standard hours for each individual calendar period is determined.
First of all, the production calendar is used by timekeepers, accountants and personnel department employees, as it allows you to easily draw up a vacation schedule for 2021 and recalculate hourly tariff rates. In addition, it is used as a tool for certain forms of reporting provided to government services and tax authorities.
Production calendar for 2021 with a six-day work week
The calendar has been compiled in accordance with the draft resolution of the Government of the Russian Federation on the transfer of days off.
It is planned to postpone the following weekends: from Saturday, January 6 to Friday, March 9; from Sunday January 7 to Wednesday May 2; from Saturday 28 April to Monday 30 April; from Saturday 9 June to Monday 11 June; from Saturday 29 December to Monday 31 December. Since Saturday is not a day off in a six-day work week, the days off January 6, April 28, June 9 and December 29 are not postponed.

Approved Forms
The final version of the production calendar of Tatarstan is developed on the basis of the general one for the Russian Federation, but is necessarily consistent with the working time standards approved by the Ministry of Labor of the Republic. It necessarily respects the human right to normal rest, lasting at least 42 hours without a break.
For Tatarstan, as for the rest of the republics of the Russian Federation, two main forms of production calendar are allowed for use:
- Paper. Standard option that meets all general requirements.
- Digital (electronic). Convenient for use in modern enterprises, as it has a preliminary notification service. It also simplifies work thanks to special calculators for recording time worked, used by accountants for mandatory calculations.
Both options are equivalent and can be used in enterprises of any form of ownership.
What data does it reflect?
The use of the production calendar is not regulated by law. However, it represents a graphic reflection of the requirements of individual articles of labor law on the regular Gregorian calendar.
In addition to the usual data, the production calendar provides the following information:
- tables with norms of working or non-working time, expressed in hours for a selected period of time;
- information in quantitative terms about the number of working days and weekends for the specified period;
- data on the official transfer of holidays in Tatarstan in 2017-2018 and on reductions on pre-holiday days.
These data allow you to calculate the amounts of vacation pay, sick leave and wages. The established amount is accrued for the full standard of hours worked corresponding to the current month. If the norm is not developed in full, a proportional calculation of the amount is carried out.
Working time standards
The norm provides for a certain number of hours that an employee must work during a specified calendar period. This parameter directly affects the production schedule. Standards are presented for three main types of workweek.
Number of working hours for 2021:
- 40-hour week—1935;
- 36-hour week - 1740.6;
- 24-hour week - 1157.4.
In 2021 there will be 243 official working days and 122 days off. This ratio applies to those who work the so-called generally accepted schedule (40-hour week).
Standard working hours for a six-day week
In accordance with Article 100 of the Labor Code of the Russian Federation, a number of organizations and enterprises establish a six-day working week with one day off for their employees. The general day off is Sunday (Article 111 of the Labor Code of the Russian Federation).
The normal working hours for a six-day working week, as well as for a five-day one, cannot exceed 40 hours per week (Article 91 of the Labor Code of the Russian Federation).
For a six-day working week in accordance with the Procedure, approved. By Order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n, the standard working time is also calculated according to the calculated schedule of a five-day work week with two days off on Saturday and Sunday, based on the duration of daily work (shift).
In accordance with Part 1 of Article 95 of the Labor Code of the Russian Federation, the duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. With a 6-day working week on the eve of the weekend, the duration of work cannot exceed 5 hours (part three of Article 95 of the Labor Code of the Russian Federation).
The standard working time calculated in the specified order applies to all work and rest regimes.
Weekends and holidays
Tatarstan's production calendar for 2021 has 122 days off. These include not only Saturdays and Sundays, but also holidays.

It can be seen that the longest weekend will be the New Year holidays, which last for a whole decade - from December 30, 2017 to January 8, 2021. In March and at the turn of April-May there will be 4-day weekends, and in February, June and November people will be able to legally not attend work for 3 days in a row.
Regional holidays are determined by the Law of the Republic of Tatarstan dated February 19, 1992, and their dates are approved by the annual Decree of the President of Tatarstan.
Due to the length of the New Year holidays in January, as required by the production calendar, there will be only 17 official days off work, so their average pay will be the highest.
Pre-holiday shortened days
The production calendar of Tatarstan for 2021 prescribes an official reduction in the duration of the pre-holiday working day by 1 hour.
In 2021, the following days will be shortened:
- in February – 22.02.;
- in March – 7.03.;
- in April – 28.04.;
- in May – 8.05.;
- in June – 9.06. and 14.06.;
- in August – 21.08. and 29.08.;
- in December – 29.12.
This shortening in the case of transferred days is due to the fact that the number of working hours that was originally present in the schedule before the transfer is taken as a basis.
Isolated and exceptional cases
Work standards change in the following cases:
- workers under 16 years of age – up to 24 hours a week;
- employees 16-18 years old and disabled people of the 1st and 2nd degrees - up to 35 hours per week.
Special standards are provided for those who study and work at the same time.
In addition, in Tatarstan, the enterprise is allowed to change the production calendar for 2021 and the length of working hours, which is certified by a collective agreement (according to order of the Ministry of Health and Social Development No. 588n). However, in this case, its duration cannot be higher than the maximum provided for by the norms of the Labor Code of the Russian Federation.
All the necessary information about the number of working days, weekends and holidays, about working hours for the year and quarterly, necessary for accountants, HR specialists and the workers themselves, is contained in the production calendar.
The Labor Code contains a list of holidays that are non-working days. In addition to the approved holidays, some constituent entities of the Russian Federation may establish additional holidays, which are days off (accordingly, the production calendar of the republic will differ from the all-Russian one). Typically, additional days off are established on religious or traditional holidays - for example, Eid al-Adha, Constitution Day of the Republic of Tatarstan, or a holiday established in honor of reunification with Russia in the Republic of Crimea.

If a holiday falls on a day off (Saturday or Sunday), then the day off is transferred to the day after the holiday. Decree of the Government of the Russian Federation dated October 14, 2017 No. 1250 “On the transfer of weekends in 2021” establishes the following transfer procedure:

In total, in 2021, with a “five-day week” (a working week of five working days and two days off) – 247 working days, including 6 shortened working days and 118 days of weekends, taking into account 14 non-working days of holidays. Calculation of standard working hours
The standard working time for certain periods (month, quarter, year) is calculated as required by Art. 91 of the Labor Code of the Russian Federation and in accordance with Order No. 588n.
