Features of compilation

How to fill out an employee’s personal card: electronically or in “hard form” is not stipulated by law.

But electronic document maintenance is impractical and impossible, because the document must have the signatures of the HR employee and the person being hired:

  • when filling out the card for the first time;
  • when making changes to the second and third sections of the card;
  • upon dismissal.

Filling out an employee’s personal card is carried out “by hand”, with a ballpoint pen or electronically (in a special program). In the latter case, the card is printed and in sections II, III and XI certified by the signature of the employee, and in sections II and XI by the signature of the HR department employee.

Why is it necessary?

An employee’s personal card is needed to preserve records from his work record (after dismissal), personal information and information about wages. This is done both in the interests of the employer and in the interests of the employee.

The card is stored for a long time - 75 years. The enterprise is required to maintain an archive of LKR. Until 2021, personal cards were used to record military personnel. But after making adjustments to the rules for registering persons liable for military service (PP No. 1302 of the Russian Federation dated 10/09/19), the Ministry of Defense must approve a different list of military registration documents.

Appearance of the document, content and description of its fields

An employee's personal card (ELC) is a standardized document for which there is a specific form - No. T2. The document is filled out by an employee of the personnel department of the company (organization).

A standard document form can be downloaded on the Internet and printed or purchased at a stationery store that specializes in selling magazines, instructions and other standard papers for organizations. The form purchased in the store will be printed on thick paper (thin cardboard), convenient for storage for a long time.

The header of the document indicates the name of the organization and form of ownership, according to the OGRN (for example, Borey LLC).

Below the name of the organization is a table that is filled out by an employee of the administrative (personnel) department:

  1. The first column of the table records the date the employee was accepted into the company (organization).
  2. In the second column you should indicate the personnel number assigned to the employee. This information will be required when recording and issuing wages.
  3. In the third column, enter the employee’s individual tax number or TIN.
  4. SNILS is entered in the fourth column.
  5. The fifth column is used for the convenience of distributing, searching and archiving personal cards of employees. The first letter of the new employee's last name is written here. The column is called “Alphabet”.
  6. Filling out the sixth column of the employee’s personal card allows you to understand the type of contract concluded with the employee (fixed-term/indefinite). The column is called “Nature of work”.
  7. The seventh column is needed so that the company’s management can quickly establish who they are dealing with (a part-time employee and a permanent full-time employee). The column is named “Type of work”.
  8. The eighth column records the gender of the new employee (male or female).

T-2 personal employee card is a voluminous document consisting of 11 sections (paragraphs/graphs):

  1. Section I "General Information". This is a large paragraph containing personal information about the employee and his family members, passport details of the new employee, his place of residence and registration. This section includes information about language proficiency (of the peoples of the Russian Federation and foreign), information about work experience, and the education of the new employee. Be sure to write down contact information (phone, e-mail).
  2. Section II contains information about military registration. Previously, it was used to record persons liable for military service. This column is signed by the HR employee. The employee carefully checks the data entered into it and also signs.
  3. Section III contains information about the employee’s admission to a position and all his personnel movements during his work in the organization. Information about wages (tariff rate) is also entered. An employee of the enterprise/organization is familiarized with any corrections or changes in this paragraph by signing the signature in column No. 6.
  4. Section IV is filled in with information about the employee’s certification, indicating the reason and basis for its conduct, details of the protocol and the decision of the commission.
  5. Section V contains detailed information about the employee's advanced training, including the period and date of the event, the institution where the courses were taken.
  6. Section VI stores information about the employee's retraining, including the diploma number and date of receipt.
  7. Section VII - this paragraph contains information about diplomas, certificates, incentives, titles and other awards provided for by Russian law.
  8. Section VIII deals with vacations. It contains information not only about the vacation period, but also about its basis and the reason for the employee’s absence from the workplace (study, regular, additional unpaid, parental leave, additional paid leave, for example, for irregular working hours).
  9. Title IX focuses on employee benefits. This paragraph may indicate the employee’s disability, his participation in eliminating the consequences of natural and man-made disasters (Chernobyl), and donation. All details of the document confirming the benefit are entered into the employee’s personal card.
  10. Section X contains additional information about the employee.
  11. Section XI is the final one, devoted to the reasons and timing of the employee’s dismissal. At the end of this point, the employee is required to sign, the document is certified by an employee of the HR department.

Pay attention to filling out the “General Information” column. Not only verbal information about the employee is entered here, but two types of codes are indicated: OKATO and OKIN.

The OKATO code (last changes came into force on March 1, 2020) is a classifier that encodes information about the territorial affiliation of an object. Each city and town has its own code, consisting of 11 characters. This code involves the numeric coding of the employee’s place of birth.

For example:

  • Moscow - 45000000000;
  • administrative districts of Moscow - 45260000000;
  • Voronezh - 20401000000;
  • districts of the city of Voronezh - 20401360000.

The OKIN code is a classifier used to analyze information about the population (demographic, economic and social).

In the LCR according to OKIN, the following items are coded:

  • about the citizenship of the employee (facet 02);
  • on knowledge of foreign languages ​​(facet 05);
  • about education (facet 30).

Full information about OKIN codes can be obtained by downloading OK 018-2014 (adopted by Order of Rosstandart N 2019-st dated 12/12/14, last edition 05/29/19).

OKIN by citizenship has 4 codes:

  • The employee has Russian citizenship (code 1);
  • A person has dual citizenship (code 2);
  • The employee is a foreign citizen (code 3);
  • The employee has a stateless person's passport (code 4).

The population classifier according to the degree of knowledge of foreign languages ​​and languages ​​of the peoples of the Russian Federation is divided into three codes:

  • The employee can read and can translate foreign texts, but with a dictionary (code 1);
  • The employee can communicate in a foreign language and read at an intermediate level (code 2);
  • The employee is fluent in a foreign language (code 3).

By education, the classifier offers at least eight codes:

  • The employee graduated from primary school (the first 4 grades), but did not complete his studies (code 02);
  • The employee completed his education at the 9th grade level of secondary school (code 03);
  • The employee graduated from 11 classes of secondary school and received a certificate confirming completion of secondary education (code 04);
  • The employee received secondary specialized education (code 05);
  • The employee has completed 4 years of institute, has a bachelor's degree (education is considered higher, has code 06);
  • The employee has received higher education at the specialist or master's level (code o7);
  • The employee has the highest qualifications (code 08).

The basis for filling out the LCR is the order of the head of the organization hiring a new employee and the list of documents specified in Article 65 of the Labor Code of the Russian Federation.

The main documents required to fill out an employee’s personal card are:

  • identification document of the new employee (usually a passport);
  • unique number of the insured person (SNILS);
  • document confirming the level of education (certificate, diploma);
  • employment history;
  • order of the first head of the organization;
  • military ID (for persons liable for military service).

T 2 personal employee card is designed for state enterprises. The owner or manager of a commercial structure has the right to develop the form of this document independently. The form is approved by the director/manager of the enterprise.

Changes to the document

Changes to the employee’s T2 personal card are made by an employee of the HR department. You can make adjustments:

  • if information is entered incorrectly;
  • when information about an employee changes.

When making changes, the HR employee crosses out outdated or erroneous data with a pen (one line), and then makes a new entry and certifies it with his signature. When making changes to personal data or military registration information, the employee must sign the indicated boxes, confirming the changes. Upon dismissal, the employee signs in section eleven.
