Postponement of 2021 holidays
If a non-working holiday falls on Saturday or Sunday, then the day off is transferred to the next working day (Part 1 of Article 112 of the Labor Code of the Russian Federation).

Why do you need a production calendar?
The production calendar is an indispensable assistant for both the employing organization and the ordinary employee. The calendar will help accountants and personnel officers in calculating salaries, calculating sick leave and vacation pay. With its help, the employee will be able to choose the most convenient period for vacation.
The data in our calendar is based on a five-day work week, broken down by month and quarter.

Norms for the working time calendar for 2021
Regardless of how many days a week a Russian works, when calculating the standard working time, a five-day working week schedule is invariably applied (taking into account the length of the shift/working day). Calculation of the norm for a month, quarter or year is carried out in accordance with the Procedure, approved. by order of the Ministry of Health and Social Development dated August 13, 2009 No. 588n.
To calculate the working hours for a month you need to:
multiply the weekly standard of working time, divided by 5 days, by the number of working days in the month, and subtract the hours by which work is reduced before the holidays.
Example
The 2021 April timesheet includes one day (April 30) in which work is reduced by 1 hour. The number of working days in April (according to the “five-day calendar”) is 22. Let’s calculate what the April working hours will be (for a working week of 40 hours, 36 hours and 24 hours).
With a 40-hour week, the norm will be:
40 hours: 5 days. x 22 work. days – 1 hour = 175 hours.
For a 36-hour week the norm is:
36 hours: 5 days. x 22 work. days – 1 hour = 157.4 hours.
When working 24 hours a week, the norm in April is:
24 hours: 5 days. x 22 work. days – 1 hour = 104.6 hours.
Based on the above calculation formula, in general, the timesheet calendar for 2021 annual production standards provides for the following:
- for a 40-hour week – 1979 hours;
- when working 36 hours a week – 1780.6 hours;
- with a 24-hour work week – 1185.4 hours.

Reduced working hours before holidays
According to Art. According to the Labor Code of the Russian Federation, work on the day before a “non-working” holiday should be reduced by one hour. The working day calendar for 2020 defines such “shortened” days as:
- April 30 (on the eve of May Day);
- May 8 (before Victory Day);
- June 11 (before Russia Day);
- November 3 (before National Unity Day);
- December 31 (New Year's Eve).
In total, in 2021, the “shortened” for those who work a “five-day week” will be 5 working days.

Non-working days June 24 and July 1, 2020
A non-working day in connection with the celebration of Victory Day on June 24, 2020 (Wednesday) should be registered and paid in the same way as non-working days from March to May 2020.

Then everyone will have another non-working day - July 1, 2020 (Wednesday). By Decree of the President of Russia dated June 1, 2020 No. 354, this day was designated for voting on amendments to the Constitution of the Russian Federation.

Regarding accounting from July 1, 2021, not everything is clear yet. The fact is that first the Federation Council and then Rostrud drew the attention of employers to the fact that:
“according to the norms of federal legislation, the same norms of the Labor Code apply to remuneration of workers on National Vote Day as to remuneration on holidays.”
Thus, if an employee needs to go to work on July 1, 2020, he must be paid double the amount for working on a day off . Single payment with the provision of an additional day of rest (at the employee’s request) is also acceptable.
At the same time, Rostrud clarifies that vacation is not extended , since July 1, 2021 is not excluded from the working time norm.
Should I include 06/01/2020 in the calculation of average earnings in the future? There are no official explanations yet. According to our experts, everything will depend on the individual situation. The following options are possible:
- if an employee had a paid non-working day on July 1, 2021, provided for participation in voting by the employer, then it does not need by analogy with other non-working days by decrees of the President;
- if an employee was involved in work on this day (with double pay), this day and payment for it should be taken into account when calculating average earnings in the future (as well as similar work on another holiday);
- if an employee was forced to work on July 1, 2021, but the day fell within a period that should be excluded from the calculation according to the norms of clause 5 of the Regulations “On the procedure for calculating the average salary” (approved by Decree of the Government of the Russian Federation of December 24, 2007 No. 922) (for example, an employee was on a business trip), then the day is also excluded on a general basis.

“Six days”: production calendar 2021 with holidays and weekends
For Russians, whose working week lasts not five but six days, the work calendar for 2021 will look slightly different. A work schedule of six days a week is allowed by the Labor Code of the Russian Federation (Articles 100, 111), but the duration of weekly working hours does not differ from the norms of a “five-day week” - it should not exceed 40 hours (Articles of the Labor Code of the Russian Federation).
In a six-day week, there is only one day off (usually Sunday), and Saturday is considered a working day. In this regard, not all postponements of holiday weekends will be relevant during the “six-day” period. Thus, in 2021, the transfer of the day of rest on January 4 (Saturday) to May 4 (Monday) will not affect Russians working 6 days a week.
Reducing the working day by one hour before a non-working holiday also applies under this regime, while work on the day before the holiday should not exceed 5 hours (Article 95 of the Labor Code of the Russian Federation). For the six-day regime, the production calendar in 2021 contains seven “shortened” working days:
- February 22 (before Defender of the Fatherland Day);
- March 7 (the day before March 8);
- April 30 (before May Day);
- May 8 (before Victory Day);
- June 11 (before Russia Day);
- November 3 (on the eve of National Unity Day);
- December 31 (New Year's Day).
The six-day workday calendar in 2021 includes 300 days, and weekends and holidays will last a total of 66 days.

How are we relaxing in 2021?
In the new leap year, Russians will enjoy the traditional New Year holidays, which will last until January 8th. Thus, in the New Year we will have 8 full, officially approved holidays.
The men's holiday on February 23rd will be celebrated for 3 days in Russia, as well as the spring women's day on March 8th.
Due to the transfer of holidays that fall on weekends, there will be 5 days of rest on the first May days, and 3 days off for Victory Day.
In June 2021, the Russian Day holiday falls on a Friday, which means citizens will again have a shortened work week and 3 whole days of rest in a row, which is nothing but good news in the summer.
Unlike the first half of the year, in the second half of the year there will not be such an abundance of holidays, and therefore long vacations. The only red day of the calendar, November 4, falls on Wednesday in 2021.
Total, in 2021 we are taking a rest:
- 8 days during the New Year holidays;
- 3 days February 22-24;
- 3 days March 7-9;
- 5 days on the first May holidays from May 1 to May 5;
- 3 days May 9-11;
- again 3 days in summer from June 12 to 14;
- one day November 4th.
