Classification of drivers by category depending on the work performed

Driver 3rd class.

Additional payment for the quality of drivers

The regulatory documents of the Russian Federation do not provide for mandatory payments as additional payments for the class of drivers. In the USSR, there was a decree of the CPSU Central Committee dated September 17, 1986, according to which 2nd class drivers received an additional 10%, and 1st class drivers – 25% of the tariff rate established at the enterprise for the time worked by the driver.

Additional payments to drivers of 1st and 2nd classes can only be made if local regulations are adopted at a particular enterprise.

Cost of MTPL policy depending on class, KBM

The cost of an MTPL policy directly depends on the class of KBM according to the table above.

The presented table divides drivers into several classes by category. The first column indicates the driver's class at the time of taking out car insurance.

A driver who contacts a company representative for the first time to apply for an MTPL policy is automatically assigned class 3.

After 1 year and every year, the driver’s class will change depending on insurance claims and the absence of accidents.

The second line of the table shows the current discount, followed by the bonus-malus coefficient as a percentage.

The last column indicates the presence or absence of insured events during the last insurance period.

Assigning ratings to drivers in various organizations has been practiced since the times of the USSR. Class rating entitles the driver to receive a certain salary increase.

Driver ratings by category

In 2021, as before, the assignment of classification to drivers in the Russian Federation is regulated by the Qualification Directory of Worker Professions, approved by the resolution of the USSR State Committee for Labor, the All-Russian Central Council of Trade Unions dated February 20.

1984 No. 58/3-102, which establishes monthly salaries (hereinafter referred to as the Handbook) and which, in the part related to the class of drivers, is still in force, since the corresponding professional standards have not yet been developed.

Another Soviet document states that drivers can be assigned 3 classes, they depend on the categories of a particular driver and the duration of work in one place.

When applying for a job, the class is assigned on the basis of a driver’s license:

  • 1st class driver - received by a specialist with categories B, C, D, E.
  • Class 2 – categories B, C, E or D and E (that is, there are two options for combining categories).
  • 3rd class – categories B, C or only one category D.

In the process of further work in the company, the increase in categories depends on how long the person has been working in it.

Class assignment to drivers

The conditions under which an increase or decrease in the class established upon hiring occurs are specified in the Handbook, however, the Industry Agreement on Road and Urban Ground Transport, which has currently been extended until 2021 (hereinafter referred to as the Agreement), has an indication that The enterprise must develop its own local class act.

The procedure for assigning classifications to drivers at the enterprise

The employer's driver grade is increased by a special commission, which is approved by order of management. In its work, the commission uses the Handbook and internal documents, for example, the Regulations on Class, which determine what a driver’s class depends on.

Accordingly, the increase occurs:

  • from 3rd grade to 2nd grade;
  • from 2nd grade to 1st grade.

A 3rd class driver can be promoted subject to continuous three years of work in this position.

A 2nd class driver is eligible for promotion if he works for at least 2 years. Accordingly, after working this period in one place, he will receive the status of a 1st class driver. What categories are open to him in his rights will no longer matter.

Downgrade

A reduction of a previously established class is possible in the following cases:

  • regular violation of labor discipline, traffic rules and machine operation rules;
  • failure to comply with the requirements specified in the Handbook for the established driving class;
  • employment for a new job. In this case, the class is assigned again, according to the rights.

For example, a dismissed employee has only categories B and C, but due to his work experience he had the position of 1st class driver. The requirements of the Handbook indicate that he can only get a job as a 3rd class driver at his next job.

How are drivers paid for class in Russia?

Assigning a driver's class allows you to receive various salary bonuses. The agreement specifies the following allowances:

  • For 1st grade – 25% of salary or other tariff unit;
  • For 2nd grade – 10% of the salary or tariff unit;
  • There is no additional payment for 3rd grade.

The bonus for classiness of drivers can be set by the employer at his discretion, but if he has not provided a written refusal to participate in the Agreement within 30 days, then it cannot be less than that established in this document (25% and 10% respectively). This was established by letter of the Ministry of Health and Social Development No. 338-TG dated July 24, 2008.

Accordingly, the additional payment for drivers must be equal to or greater than that established in the Agreement.

Also, the above document establishes that employers who decide to pay their drivers extra for class must develop the following documents:

  • Regulations on assignment of class;
  • Regulations on additional payment for class.

The accrual of such a supplement to drivers is established by order of the organization.

Is it necessary to set the class of drivers by category?

The company's management may well not assign classifications to its employees; the law does not force them to do so. Accordingly, additional payment for drivers’ class is not required. In this case, the person is hired simply as a driver.

The qualification directory of workers' professions, which sets monthly salaries, regulates how to obtain a driver's class, the conditions and procedure for its increase when working for one employer. If a company still assigns a class rating to its drivers, it must also charge bonuses for it.

Additional payment for the quality of drivers.

  • Second class. Employees with the second class must receive an additional payment of 10% of the salary or the prescribed tariff rate.
  • First grade. For employees belonging to this category, an additional payment for the driver’s qualifications is assigned in the amount of 25% of the accepted tariff rate or salary.

In addition, Soviet principles also provided for the possibility of increasing surcharges to 25% for second-class drivers, and up to 50% for first-class drivers. But since now the use of additional payments for the driver’s class depends primarily on the adopted local regulations, the actual receipt and size of these payments may differ.

If the organization’s current documentation provides for the mandatory accrual of additional payments for class performance to drivers in 2019, then the employer does not have the right to deprive employees of such payments. At the same time, bonuses for overtime or night work should be considered separately and do not affect the amount of additional payments for class work - they do not increase or decrease it.

How to find out the class of a driver under compulsory motor liability insurance in Rosgosstrakh

The procedure for determining the KBM accident rate is described in detail on the website of the Rosgosstrakh insurance company. Here is an example of calculating the KBM for the following cases:

  • policy with a limited list of drivers. This paragraph discusses the situation when, when taking out a policy, the owner or policyholder allows other persons to drive the car.   • OSAGO without restrictions.   • auto insurance break. When the driver does not renew the contract for more than one year, his KBM is automatically equal to 1.
